2010APPLICATION DEADLINE: October 30, 2009DUTIES / RESPONSIBILITIES: Supervise the
purchasing function of the College. Oversee the preparation and receipt of public bidding
documents, quotes and RFPs. Summarize and evaluate same and recommend vendor selections in
accordance with College purchasing practices and state requirements. Responsible for the submission
of the monthly procurement Agenda for the Board of Trustee meetings. Maintain a thorough
understanding of the College procurement policy and procedures. Provide regularly updated
college-wide documentation and training in purchasing procedures. Recommend revised procedures as
required for improved operations. Ensure compliance with Pay to Play, Minority and Women's Business
regulations, state escheat regulations and document storage requirements. Keep up with
technological advances and recommend improvements for business practices including document imaging
and electronic purchase orders. Maintain appropriate competency in contemporary computer
technology. Perform other duties as assigned. (M.E.)QUALIFICATIONS: Required:
Baccalaureate degree in Accounting, Business Administration, or related field. Five years of
purchasing experience in a high volume, complex environment. Knowledge of purchasing methods,
procedures, techniques and specifications, contract writing, and demonstrated ability to interpret
and comply with purchasing laws and regulations. Knowledge of integrated, automated purchasing
software and contemporary computer technology. Three years of supervisory experience and
demonstrated ability to lead. Ability to communicate effectively in person and in writing. Ability
to establish and maintain effective working relationships with staff members, general public,
vendors and agency officials. Preferred: General Accounting experience. Knowledge of construction
specifications. Experience in higher education or similar public institution. New Jersey
