Description:
Senior Contract Specialist performs District's complex, high dollar procurements for Supply / Service and Construction-Architect / Engineering type contracts. Provides technical advice and advisory services to management, Contracting Officers, operating elements of the District and supported activities and other specialists in connection with contractual matters. PRE-AWARD Analyzes procurement directives to determine method and type, source selection, requirements for special provisions, inclusion of options and evaluation criteria. Serves as lead negotiator for the Government on negotiated procurement and modifications to existing contracts. Prepares Government position on pre-award protests. POST-AWARD Personally manages and monitors contractor's performance. Prepares Government position on protests from unsuccessful offers and recommends appropriate action on claims arising under the contract.
