The incumbent serves as an Electrical Engineer in the Field Resident Engineer Staff within the Project Management Service, Service Delivery Office, Office of Construction & Facilities Management, in the Department of Veterans Affairs.  The incumbent is assigned to large, complex major construction projects to provide engineering expertise and guidance in a particular engineering specialty to support the Senior Resident Engineer in executing oversight responsibilities for major construction contracts.  In addition, the incumbent performs the following duties and responsibilities: Conduct and carry out portions of daily inspections and participates on a multidisciplinary team in carrying out partial and final inspections of components of site work, building construction work; document discrepancies, code violations, improper materials or techniques in the application of materials, sub standard or poor quality workmanship; monitors schedules on various aspects of ongoing daily activities to identify and mitigate project slippage and coordinate phasing portions of the project. Review contractor's cost breakdown and submittals on proposed equipment and materials; maintains accurate and complete job files including as-build drawings and specifications; review progress against the initial approved schedule; identify progress delays and recommends appropriate corrective measures to senior officials toward mitigating delays and maintaining the progress schedule. Plan and coordinate disruptions to utility services as needed to keep construction progress on schedule timeline and to minimize disruption to ongoing VA operations; prepare forecast and estimate the number of man hours and materials needed to correct workmanship deficiencies prior to final certification or work; maintain an inventory of materials, supplies and equipment and monitors the quantity of materials used in the general administration and conduct of office operations.
