Serve as a senior Contract Specialist responsible for pre-award and post-award contracting functions for a variety of more complex supply, service and construction requirements (umbrella, cost plus, third party contracting, job order contracting, etc.) for several activities within a geographical area. Provide technical advice and advisory services to management, contracting officers, operating elements, and other specialists in connection with contractual matters. Perform the District's most complex, high dollar, and unique procurements. Requirements typically involve the more complex items, extensive technical services, and unique construction contracts. Coordinate with personnel from Contracting, Engineering and Construction, Operations, Project Management, other organizational elements, contractors, and agencies such as the Small Business Administration and District customers. Description:
The Construction Administrator position is responsible for managing project-related contracts, including budgets and timelines, cost tracking and ensuring all conditions in the contract are met. Tracks estimates, order changes, work authorizations and invoices. Coordinates the bid process. Creates and tracks project schedules and timelines using various computer programs. Represents project manager at meetings when required. May visit sites as needed and reports the observations to the Construction Manager.*Administers a construction quality control program. Coordinates schedules, budgets and inspectors on construction projects to ensure compliance with construction documents and completions within specified timelines. Prepares and records agreements and contracts for professional services of consultants and contractors to implement design and construction of new buildings and locations. *Maintains communications between contractors, project managers, inspectors and consultants to resolve problems and to maintain project schedules and budgets. Conducts pre-bid and pre-construction meetings on projects.*Manages development and issuance of construction documents for bidding or pricing, sets bid dates, opens bids, and assists in securing approval to proceed with projects and issues notices to proceed. *Provides documentation of construction progress; including but not limited to blue print drawings, manpower requirements, schedules, delays, changes and ad hoc requests. *Supervises and coordinates the work of designated employees, reviews work for adherence to instructions and completeness. *Ensures company safety requirements and processes are followed prior to project start, during project and at the close of all projects. *Prepares reports and analysis setting forth progress, adverse trends and appropriate recommendations or conclusions. Coordinates and performs final inspection of projects. Ensures documents for final close are certified for completion of projects. Job Requirements: An Associate's or Bachelor's degree in Engineering or related discipline is required. Five to ten years experience in construction supervisory/foreman role in the oil and gas industry. Excellent skills in creating project timelines, schedules and estimates. Experience in reading blueprints. Familiarity with accounting principals and processes. Working knowledge of Microsoft Office applications (Excel, Word, Access, Outlook and Project). A valid driver's license is required for this position.
