Incumbent is responsible for procurement of a wide variety of supplies, services, equipment, construction, and architectural-engineering contracts with manufacturers, large/small businesses, and representatives of other agencies in support of the locations within the Northern Plains Area. Methods of acquisition are sealed bidding and negotiation. Duties include: - Reviews specifications for restrictive requirements and subjective, interpretive and/or ambiguous statements of requirements associated with the procurement of supplies, services, equipment, construction, and architectural-engineering services; - Assists and participates in contracting process for supplies, services, construction and design services, including preparation of solicitations, review of requisitions to determine that proper specifications are included in solicitation documents, and contacting technical personnel to resolve questions pertaining to specifications; - Solicits bids and proposals, negotiating, awarding, administering, and terminating contracts for supplies, services, equipment, and construction by preparing the necessary documents and utilizing both sealed bidding and negotiation procurement methods; - Performs contract administration, including approving contractor's progress payment requests, contractor's payroll documents, delivery schedules, inspections and other requirements as stated in the contract.  Monitors compliance of contractor/recipient with terms, conditions, and specifications; and recommends action to terminate (default or convenience) contracts when circumstances warrant; - Coordinates activities with other sections of the Area Administrative Office.  Provides written and verbal authoritative advice to Area Program officials relative to procurement activities; - Determines the proper and most effective contract type to use for individual transactions.

Requirements: Duties: Perform pre-award, post-award administration and closeout of moderately complex contractual instruments for research and development, construction, architect and engineering services, supplies, equipment, and technical services required by the Laboratory to accomplish its missions. Perform problem resolution and appropriate teaming activities t6hroughtou the team and in relation to other NREL teams as appropriate. Responsibilities involve complex interaction with a variety of individuals and entail a high degree of competency in the areas of decision-making, communication, guidance, and teaming/collaboration. Ensure the quality of procurements while maintaining specified schedules and meeting established milestones. The personnel shall conduct and administer pre-award activities for research and development, construction, architectural engineering, services, supplies and equipment procurement actions of non-standard complex to somewhat complex technical products or services as follows: ? Review quality and appropriateness of all purchase requisitions assigned in coordination with the appropriate technical personnel. ? Ensure adequacy of the statement of work. ? Select the appropriate subcontract or other legal instrument. ? Select and prepare the proper solicitation process. ? Coordinate the necessary disciplines (technical, legal, audit, DOE, etc.) and developing all necessary documents in preparation for negotiation to ensure that the Laboratory?s needs are properly defined, and appropriate preparation is taken for effective subcontract placement. The personnel shall conduct in detail all award activities as follows: ? Negotiation to subcontractor signatures by negotiating all aspects of the procurement action. ? Coordinate strategy internally with appropriate staff (technical, Legal, Audit, DOE, etc.). ? Diplomatically and tactfully negotiating the subcontractor?s costs/prices, standard/special terms and conditions for domestic and foreign entities, delivery requirements, technical data, safety and health requirements, and intellectual property. ? Develop and prepare the subcontract instrument after selecting the appropriate subcontract type to fit the technical requirement. ? Preparing all necessary documentation to support the procurement action. ? Obtain subcontract signatures as necessary to ensure efficient procurement practices that comply with Federal/DOE Procurement Regulations and NREL?s Policy and Procedures. ? Ensure timely, accurate placement of subcontracts. The personnel shall administer the post-award activities as follows: ? Conduct and coordinate all aspects of subcontract monitoring. ? Assure that deliverables are received in accordance with the subcontract terms and conditions to ensure issues are resolved during the course of performance. ? Ensure invoices are processed accurately and timely. ? Ensure timely subcontract closeout with expeditious negotiations of property costs, and patents. Subcontract administration may include activities such as effecting stop work orders, termination actions where required, and addressing unacceptable performance or performance deficiencies, etc. Requirements: Bachelor?s degree in a business-related field or equivalent relevant experience plus five years demonstrated experience in subcontracts. Knowledge of Federal/DOE Acquisition Regulations. Sound communication, organizational, and interpersonal skills. Ability to negotiate subcontracts, perform cost and price analysis, and conduct competitive procurements. Ability to work under short deadlines.
