The Facilities Maintenance and Engineering (FME) Directorate provides a wide variety of services to support the infrastructure on the NCI-Frederick campus. Their shops have the equipment and skilled craftspeople necessary to repair, maintain, or renovate the existing facilities, as well as maintain equipment that is vital to research programs. Will be responsible for monitoring and managing major construction and renovation projects to ensure compliance with approved plans and specifications. Prepares daily reports on construction activity. Coordinates utility outages with affected personnel. Provides relevant data on subcontractor performance to the FME Project Manager. Works closely with FME Maintenance and Engineering personnel in the coordination of split responsibilities between FME staff and subcontractors. Will also monitor assigned construction projects performed by subcontractors and FME staff for compliance with relevant safety guidelines and standards; ensure compliance by subcontractor to approved plans and specifications; checks equipment, materials, and supplies to be utilized for compliance with approved plans and specifications; approves in writing to the subcontractor, the use of equipment, materials, or supplies; reviews technical data for change orders; reviews change orders submitted by subcontractors for accuracy and validity. prepares cost estimates for field reports. furnishes daily project status reports; acts as liaison between FME Maintenance/Engineering and construction contractor and acts as liaison with appropriate scientific managers during construction and renovation affecting their area. REQUIRED SKILLS: Possession of a Bachelor's degree from an accredited college/ university in construction management or engineering or four (4) years related experience in lieu of degree educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to education requirements, a minimum of five (5) years of construction experience including one year in the capacity of a construction superintendent. Should be able to organize and chair meetings with various groups and resolve conflicts arising on the job site..Must possess good judgement and be able to make quick decisions. Must possess excellent written and verbal communication skills be familiar with OSHA standards and sound construction safety practices. Must be proficient in the use of computers and Microsoft Office Suite. Have the ability to: read engineering (e.g., mechanical, electrical, piping, HVAC, architectural) drawings.
