Job Title: Supervisory Contract Specialist Hrf Company: Location: Reno, NV Description: Duties include the following: Serve as a Supervisory Contract Specialist with responsibility for procurements that contain a number of different processes or elements resulting in extensive contract administration and subcontracting. Utilizes contract methods and types (e.g., time and material, firm-fixed price, incentive, etc.) to procure large, complex and significant equipment systems, programs, services, or construction where little or no contractual precedent exists. Performs the full range of administrative and technical supervisory responsibilities; approves leave, evaluates performance, addresses informal grievances, and observes merit principles and equal opportunity rules and guidelines. Identifies staff training needs and allocates appropriate resources, promotes team building and encourages development of organizational efficiencies. Provides advice, assistance and oversight regarding acquisition program duties and responsibilities to assigned field acquisition specialists. Conduct internal reviews and audits. Conduct onsite and remote monitoring of acquisition work for compliance with procurement laws and regulations to ensure work is conducted in a timely and accurate manner. Ensures that Specialists perform all required data entry in a timely manner so that procurement data integrity is maintained and utilized in bureau reports and long term acquisition planning. Responsible for pre-award and post-award contracting functions involving highly complex, visible and specialized contracts for Yosemite National Park. Uses desktop computer system and NPS mandated automated acquisition software to create a variety of standardized contract documents and specialized reports. Performs procurement planning and develops procurement objectives in terms of competition and price range. Plans contract negotiation strategies, coordinates strategies with the negotiation team, and conducts negotiation with contractors to develop the contract prices and terms. Prepares agreements and recommends award. Evaluates contractor responsibility, experience, production and technical ability on current and previous procurements.    ADDITIONAL DUTY LOCATION INFORMATION:   Yosemite National Park, California, known worldwide for its spectacular natural beauty is the location for this position. The park embraces a spectacular tract of mountain and valley scenery in the Sierra Nevada, and the park harbors a grand collection of waterfalls, meadows, and forests that include groves of giant sequoias, the world's largest living things. The park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite is located approximately 200 miles from San Francisco (3.5 hours), 80 miles from Merced, and 90 miles from Fresno. Shopping, dental, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4000 feet. The park is open year-round with the majority of activities occurring during the busy season from March through October. This position is located in El Portal which is a small community bordering the west-side of Yosemite National Park and 15 miles west of Yosemite Valley.  The community of El Portal offers limited housing as well as a childcare center, public school, post office, small market, community center, and a few hotels. Housing: Government housing (some with accommodations for the disabled) within the park may be available. Non-government housing may be available in the local communities of Groveland, Mariposa, Midpines, Bootjack, Catheys Valley and Oakhurst. Many employees live in Mariposa County which has a low crime rate and is a low cost of living area.
