Position Responsibilities:Preparation of standard project procurement documents including formal solicitations, purchase orders and subcontracts for various commodities, capital equipment and service subcontracts. Prequalification of subcontractors and suppliers. Support the MOX Services Capital Equipment Procurement Manager in conducting out-reach programs to advise suppliers and small businesses of the various opportunities available through the MOX Project. Purchasing project capital equipment and materials in accordance with the established project policies and procedures. Process proposals through evaluation, award and contract administration through closeout. Interpret and apply procurement principles and the Federal Acquisition Regulations (FAR). Coordination and development of subcontracts, purchase orders and change order cost and price analysis. Interaction with DOE personnel as required. Preparation of pre and post negotiation memorandums and DOE/Client consent request packages. Coordinate with various project groups to establish priorities, sequences and required delivery dates. Responsible for NQA-1 quality requirements in the purchase of various commodities, capital equipment and service subcontracts working closely with the Quality Assurance group.Required Qualifications:Have experience in procurement and/or subcontract administration in a federal government or government subcontractor environment preferably DOE. Similar experience in a non-government heavy industrial construction environment may be considered. (10 to 15 years) Must be knowledgeable of the entire procurement cycle from advanced planning though subcontract closeout. Must have knowledge of change order negotiations and administration. Must be a self-starter, work well in a fast paced environment, computer literate with a knowledge of Microsoft programs. Must have excellent oral and written communication skills. The successful candidate should possess a Bachelor's Degree in Business Administration or have an equivalent level of work-related experience.Desired Qualifications:Have a working knowledge of multi-million dollar capital equipment procurements in a government or government subcontractor environment. Experience with procurement functions on DOE projects.
