Job Number 0210-DVCA Starting Salary $23.2369 hourly Job Purpose: Responsible for performing contract administration duties for planning, design, environmental, construction, and Capital Improvement Projects administered through the Development Division for the Airport Authority. Essential Job Functions: 1. Uses a high degree of concentration and attention to assist in the preparation and administration of consultant, planning, design, and construction contracts in support of MSCAA's projects, which includes frequent interaction with individuals at all levels within the Airport Authority and consultants and contractors to ensure documents are fully executed and all dates in documents are observed. 2. Uses computer, word processing, excel and other office software skills to prepare bid packages, legal notices, capital improvement contracts, contract amendments, change orders and other documentation, which are required for effective contract administration, for review by staff to include Legal. 3. Tracks change orders and amendments to ensure compliance with all guidelines under MSCAA Policy and Procedures requiring Capital Projects Committee (CPC) actions and/or Board Resolutions. 4. Coordinates with staff members, consultants, and contractors to verify project close out items such as but not limited to, release of liens, as-built documents, operational manuals, and receipt of warranty information are received in accordance with contract terms. 5. Reviews and maintains accurate records of Certificates of Insurance for all consultants, designers, vendors and contractors to ensure compliance. 6. Assists in the administration of the Owner Controlled Insurance Program (OCIP) to include confirmation of coverage, verification of accurate and timely delivery of certified payroll reports, and coordination of project close-out. 7. Coordinates special projects as assigned and as directed by the Director of Development and Vice President of Operations in conjunction with the Vice President and General Counsel involving contractual matters, legal, and regulatory compliance issues. 8. Involves lifting files weighing up to 20 lbs and bending, stooping, crouching and reaching to access file cabinets and other storage locations. Works in an office environment with climate control and good lighting using manual dexterity and visual observation to operate equipment such as computers, photo copiers, postage meters, telephone and facsimile machines. Requirements: Requires good written and verbal communication skills, good computer and word processing skills, six (6) years experience in contract administration (construction administration strongly preferred) a Bachelor Degree in Business, Construction, Paralegal Studies or related field or equivalent combination of experience and training, knowledge of record maintenance including contract and legal documentation, ability to review legal documents for accurate content and clarity of description and to make recommendations for change/modification as appropriate.
