We are currently seeking a Contract Administrator to manage projects and contracts from booking the order through the contract warranty period. Responsibilities include coordinating the efforts of the various functional departments within ITT FPO to make sure that contract requirements are met including all technical and commercial aspects of the contract such as submittal & equipment deliveries, and customer inspections & witness testing. Responsibilities also include initiating invoicing when payments are due, assisting in collection of accounts receivable, maintaining proper contract records, negotiating contract changes as they occur, resolving customer complaints and/or warranty claims, and maintaining or improving project profit  margins through project completion.  Bachelor Degree in Engineering, Business Administration or equivalent required with 4+ years experience in contract management. (EEO/AA Employer)RESPONSIBILITY LEVEL   Under general supervision by the Contract Manager, uses broad-based Federal contracting, project management, and business knowledge to manage contracts, task orders, and delivery orders awarded to JCI by the Federal government and by utility companies engaged in Utility Energy Savings Contracts (UESC) with Federal customers.  Arranges for financing of projects by competitive solicitations to participating financial firms.  Interacts with customers, financiers, and JCI regional leadership to manage project financing, government payments, and payments to branch offices through the extended performance periods (up to 25 years) of these contracts.  Supervises the issuance of intra-company contracts, invoicing the government, paying the branches, development and maintenance of reports and presentations to communicate contract status and activities to Solutions management.  Provides training to project teams related to Federal contracting that will impact conduct of business on Federal projects.  Size of contracts are typically between $10 and $15M.   PRINCIPAL DUTIES: 1.     Approves and signs contracts, delivery, and task orders for JCI Government Solutions with Federal customers under Department of Energy, U.S. Army Corps of Engineer, and stand alone contract instruments. 2.     Arranges financing for Federal performance contracts with third party financiers.  This includes competitive selection of financiers, establishing relationships with other financiers as needed, and communicating, negotiating, and working with financiers throughout the life of the performance periods of the contracts. 3.     Manages all contract modifications for all Federal Government Solutions delivery orders for assigned contracts.  This entails coordinating with customers, JCI regional/branch teams, and financiers to ensure contract compliance and that proposed modifications do not force performance of the orders outside the legislated limits.   1.     Works with government contracting officers, JCI and outside counsel, financiers, JCI regional project teams to resolve contractual disputes throughout the life of the project, which may stretch to 25 years. 2.     Assists in managing/overseeing all contract related operations.  This includes, but is not limited to; issuing contracts to branches and other subcontractors for work on GS projects, invoicing customers, paying branches for work accomplished, monitoring work accomplished by the branches, issuing reminders of M&V and commissioning requirements to branches for work which can impact payments from the government and to the branches, maintaining various reports and tools to ensure continuous, effective communication to Solutions management of contract status. 3.     May provide guidance and mentoring to contract administration staff 4.     Provides training and assistance to project teams.  This includes one day trainings, after order award, at the local branch office, and developing and updating checklists and process information aimed at specific Federal requirements for use by project teams. 5.     Maintains dialogue with Federal Government Solutions executive management and business unit personnel to identify and assist in evaluating evolving Federal business issues and trends.   OTHER DUTIES 1.     Performs other duties as assigned in support of JCFS.  2.     Acts as a consultant by demonstrating an understanding of the Federal businesses significant requirements, changes, and of active/past Federal projects. 3.     Manages special projects/requests and analyses on an independent basis, assuming responsibility for the quality and effectiveness of the project/analysis as well as for communicating the resulting information and conclusions in a clear, concise manner to Federal Government Solutions executive management.   REQUIREMENTS: Bachelor's Degree or equivalent in Engineering with a MBA desired.  Minimum seven years of progressive project experience.  Contract experience with Federal performance contracting is desired. Strong analytical skills, research capabilities and overall business acumen required. Solid project management and business consultant skills are required. Excellent communications skills, including significant experience in written and oral reports and presentations to executive level management are required.  Demonstrated ability to listen effectively, evaluate the most critical elements being communicated and relay that information to team members and executive management on an open and timely basis.  Working knowledge of Excel, PowerPoint, and Word is essential with Oracle accounting experience a plus.
