As one of the nation’s strategic ports, the Port of Anchorage intermodal expansion project has been identified as a project of national significance within the Department of Transportation and is one of the largest single construction projects undertaken in Anchorage, AK. Position Summary:Under general direction of the ICRC Construction Group Manager, the Construction Project Manager supervises all aspects civil engineering construction operations in support of the Port of Anchorage Intermodal Expansion Project (PIEP) under federal contract with the U.S. Department of Transportation Maritime Administration.   Duties, Skills, and Knowledge:·          Communicates daily with the Construction Group Manager on assigned Task Orders relating to civil engineering construction projects.·          Primarily functions as a construction project manager.·          Participates in validating the master milestone schedule and refining the work plan for the current construction year.·          In coordination with the design services engineering staff, participates in formulating Scope of Work and engineer’s estimates for proposed related subcontracts.  Participates in formulating the Request for Proposal (RFP).  Following subcontract award, meets with subcontractor and other parties to conduct pre-construction meetings, and collect site information required for construction start.·          In coordination with the design services engineering staff, participates in design review and management, providing feedback for design progress through 35%, 65%, 95%, and 100%-design phases.    ·          Supervises field inspectors and surveyors in support of Task Orders on ICRC’s prime contract.·          Oversees construction services staff participation in the selection of construction subcontractors by assisting in solicitation evaluations (to determine responsiveness) or providing technical expertise during cost negotiations.·          Participates in the development, review, and maintenance of schedules, work plans, health and safety plans, traffic control plans, environmental safety plans, and financial reports for Task Order construction projects in collaboration with subcontractors.·          Coordinates with subcontractors on a regular basis to assure the Scope of Work is followed plus materials, equipment, and personnel needs are met in order to complete the project on schedule and budget. ·          Oversees communication of field changes to subcontract Scope of Work to the procurement staff and project controls staff to ensure appropriate modifications to Task Orders and subcontracts.·          Oversees construction services staff participation in writing work-plans such as mining plans, hazardous materials, SWPPP plans, and other associated documents needed for work to progress.  ·          Maintains confidentiality and nondisclosure of corporate operations and strategic plans.·          Knowledge of construction and project management, design review, and project planning techniques.·          Experienced with implementing strategic plans, goals, and procedures for cost effective management of allocated resources.·          Experienced with analyzing problems, evaluating alternatives, and formulating logical solutions. ·          Must be able to work effectively with the Customer staff and Port tenants.·          Able to create a work environment fostering teamwork and professionalism, a spirit of service and responsibility, plus a high standard of ethics.·          Able to establish and maintain effective working relations with co-workers and representatives from other local, state and federal agencies.·          Able to communicate verbally and in writing effectively and present information to executive level management and government officials.·          Other related duties as assigned. Minimum Qualifications and Physical Requirements:·          Able to assess and prioritize multiple tasks, projects, and demands.·          A Bachelors Degree in Engineering, Construction Management, or another related technical discipline from an Accreditation Board of Engineering and Technology (ABET) accredited university or college program, or demonstrated equivalent professional experience and capabilities.·          Minimum ten years similar experience in project management of civil engineering construction projects or related projects.·          Knowledge of software programs such as Microsoft Office suite.  Other programs for scheduling, contract management, are desirable.·          May be required to obtain specific technical certifications and participate in an occupational health program.·          Employee may be required to work outside the traditional work schedule. ·          A valid State of Alaska Drivers License and good driving record required.·          Must be able to lift approximately 40 pounds.  ·          Employee will be required to spend time on the construction site as necessary and be frequently exposed to hazardous working environments with heavy machinery and extreme weather conditions. ·          Approved overtime to support project needs may be required.
