Construction Manager needed to provide supervision, cost estimating, permitting, general contracting, and detailed reporting on authorized projects.  Projects are funded by City State and Federal Grant funds including HOME and CDBG.  Projects will vary from residential new construction or substantial renovation, demolition, municipal facilities upgrades, river and canal walkways, public parks, and some transportation, streets and sidewalks.   Professional manager responsible for oversight of projects start to finish - permitting, inspections, reporting, oversight of project personnel and resolving project related issues.  Works in a professional office setting with municipal planners and housing staff. Must have MA Construction Supervisor License and minimum of 5 yrs experience in General Construction Contracting including 5 yrs. as Construction Manager on large scale projects.  Must have thorough knowledge of state and local building codes, extensive working knowledge of all trades and ability to prepare detailed, concise, accurate specs and estimates.  Knowledge of public sector procurement and bid procedures highly desirable along with some public sector experience.  Computer skills required along with good written and oral skills.  Ability to work with diverse population.  $45,241 annual starting salary, union position with benefits. Cover letter and resume must be submitted to City of Lowell, Human Relations Office, City Hall, Lowell, MA  01852 by March 30, 2010.
