Position Summary The Purchasing Manager is a 'hands on' leadership position mentoring and leading our purchasing team. The right fit for this position will have excellent purchasing skills from start to finish. This is a restructuring position that requires a manager willing to roll up their sleeves and lead by example, mentoring employees throughout the procurement process. Develop and implement new processes and encourage a team sense of urgency for meeting expectations, enforcing accountability, and plans to improve lead times, reduce costs, strengthen the Supply Chain and drive continuous improvement. We are seeking a purchasing professional with experience in managing A Purchasing department in a restructuring environment. Duties amp Responsibilities This individual must have proven ability to work in a restructuring environment in preparing policies, procedures, and work instructions needed for the buying / planning function to operate within an ISO system and supervise buyers planners activity and maintain adherence to standard work. Effectively manage the purchasing organization to ensure robust processes are in place to support fulfillment of production and service part demand requirements. These processes must result in maximizing asset utilization without constraining demand. Develop and implement systems and procedures that are appropriate for controlling the materials, logistics and purchasing activities of the operation while ensuring that activities meet manufacturing schedules and customer requirements. Create, implement, and maintain processes designed to reduce shortages, control inventory levels, reduce supplier lead-time, and increase efficiency of the supply chain. Develop and effectively communicate organizational goals and responsibilities on a continuous basis. Define key measurements to manage the purchasing performance to meet organizational goals and individual objectives Create and encourage a learning organization that capitalizes on improvement opportunities, implements proactive processes to anticipate customer requirements, and provides applicable training and education to all employees that better enables them to achieve their individual objectives. Optimize inventory to support production needs and meet target inventory levels and turns minimizing inventory cost. Manage employee performance through the PMP (Performance Management Process). This process includes alignment of employee goals, objectives, and competencies to support succession planning amp business strategies. Possess excellent written, in person, and telephone communication skills including effective negotiating skills and the ability to maintain good supplier/vendor relationships. Will maintain daily, weekly, and monthly purchasing metrics and review requisitions for MRO and component parts. Will work with management team to develop and maintain accurate raw material components levels utilizing Lean principals where possible. Will be responsible for market analysis and delivery conditions to determine present and future material availability and prepare market analysis reports. Will be part of the supplier selection team to ensure supplier ability to produce product at the proper quality standards and meet the delivery schedules at a competitive market price. Review and evaluate supplier performance in terms of price, on time delivery, lead-time, and quality collect input data from other company operations, Production Control, Quality, and A/P to performance analysis provide performance feedback to suppliers, develop appropriate performance improvement action plans in conjunction with the supplier, and initiate improvement activities including coordination with other departments Negotiate with appropriate suppliers to develop worldwide and local agreements which minimize the total cost of procurement (to include cost of quality, lead-time, service, warranty, labor reimbursement terms and inventory levels) by reviewing supplier offerings with appropriate company operations and departments (e.g. engineering, quality, product support, etc.), and facilitating the final selection process document arrangement to support tactical purchasing conducted by production control, and enter contract / agreement terms Implement a robust RFQ process which not only ensures the proper documentation has been included in the bid package ( engineering drawings, blueprints and/or specifications, etc.) Ensure customer satisfaction (internal and external) by employing continuous improvement projects goals focused on cost, quality, delivery, and safety. Review, modify and implement process and procedural changes to strengthen the procurement system. Create a root cause problem solving culture generating lessons learned and corrective action actions Carry out all responsibilities in accordance with the organization's policies. Coordinate purchasing and movement of product with Engineering, Sales and Marketing Qualifications Requirements BS/BA Degree in Purchasing Management, Supply Chain Management, Materials Management or Mechanical Engineering 3 - 5 + years strategic procurement experience required for a manufacturing environment 5 7 years of progressive experience in Purchasing / Supply Chain Management / Materials management for a manufacturing environment Possess excellent written, in person, and telephone communication skills including effective negotiating skills and the ability to maintain good supplier/vendor relationships. Proficient in computer software programs (Excel, Word, Outlook, and Access) with experience in data analysis and results reporting. Strong analytical and communication skills, detailed organization skills and excellent ability to multi-task Must be a self-starter (strong personal drive and motivation) and willing to be both a player and a coach Must have the ability to read and interpret documents such as operating instructions, drawings, etc. Good problem solving and analytical skills are essential for resolving emergency material needs, identifying the root cause of problems, and analyzing supplier performance National Association of Purchasing Management (CPM) certification or Certified Professional in Supply Management Certificate (CPSM) or CPIM is strongly desired Mechanical engineering background a plus Equal Employment Opportunity As set forth more fully in the Company#039s Equal Employment Opportunity Statement, Oceaneering is an equal opportunity employer.
