PURCHASING MANAGER Purchasing Department Responsible for the overall operation and performance of the Purchasing department and its effectiveness in setting and meeting goals and objectives. Provide leadership in maximizing program funds by vigorously performing outreach to prospective vendors and negotiating the best possible pricing, terms, and conditions for goods and services. Review and approve all purchase requisitions, purchase orders, and amendments to determine accuracy, completeness, and when appropriate, all supportive information such as contracts and bids. Interact with other managers and personnel to ensure Purchasing department performance as a support function. Manage an automated purchasing system, and ensure accurate data and proper controls in its establishment and ongoing utilization. Train and supervise purchasing staff. Perform other related duties as required. Substantial purchasing management experience in a computerized purchasing environment required. Must have excellent negotiation and communication skills, with accuracy to figures. Minimum of a Bachelor’s degree in Business, Public Administration, or a related field required. Must have at least five to ten years of relevant experience. Must be able to work sensitively and effectively with individuals of diverse educational, socio-economic, and cultural backgrounds.

Description:
The Town of North Andover seeks qualified applicants of proven capabilities for the position of Director of Purchasing.  The position will be responsible for overseeing all purchasing functions for municipal and school departments.  Position will ensure the Town engages in cost effective purchasing procedures and contract management, and is in compliance with Massachusetts laws governing procurement of supplies, services, materials, equipment, construction projects, telecommunications, and utilities.  Position serves as an advisor to all departments engaged in purchasing activity; oversees Invitation to Bid process; serves as a liaison to regulatory agencies, vendors, and contractors; receives, investigates and mediates purchasing complaints; administers intergovernmental purchasing agreements in cooperation with other agencies; maintains records and prepares reports; and performs related work as required.  Minimum qualifications:  BA/BS in business, public policy or another related management field; at least five (5) years of related purchasing experience, preferably in a municipal/school setting; or an equivalent combination of education and experience.  Successful candidate must have thorough knowledge of municipal procurement procedures with respect to MGL c30B and public construction, have high level analytical skills, have excellent communication and technical writing skills, computer proficiency, the ability to manage a large number of tasks and projects simultaneously, and must be currently certified as a Massachusetts Certified Public Purchasing Official or obtain certification within three (3) years of appointment.  Understanding of public school procurement issues is desirable.  Salary range is $53,449 to $71,007.Please send a cover letter and current resume to:  Ray Santilli, Assistant Town Manager, North Andover Town Hall, 120 Main Street, North Andover, MA  01845.  Position open until filled.  AA/EOE
