DISTINGUISHING CHARACTERISTICS: This is the full, journey-level class in the Construction Inspector series. Initially under supervision, incumbents must learn proper inspection techniques and perform a variety of duties involving the inspection of construction projects. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified. 1. Inspects construction projects for compliance to plans, specifications and codes; materials and structural elements for adherence to standards of content and composition, alignment, grade and depth; and civil, building, electrical and mechanical works or projects for quality and quantity of materials. 2. Monitors construction projects to ensure proper construction practices. 3. Coordinates inspection of tenant improvement (TI) and development projects to ensure compliance with specific plans and specifications and all District requirements. 4. Lays out and interprets plans and specifications; conducts special inspections as required by the Building Code and Building Official; coordinates required testing of materials, equipment, structural elements, and plant material for construction. 5. Review plans and specifications prior to their advertisement; reviews and makes recommendations for progress payments, contract change orders, and as-built plans, and work in progress, which includes ascending building or equipment under construction, descending into excavations, traversing areas under construction and other construction, or major maintenance contract inspection requirements; negotiates change orders valued at less than $1,000. 6. Prepares daily and special progress reports. 7. Ensures contractor constructs project in accordance with plans, specifications and codes and is in compliance with all federal, state and local rules, regulations and code, including health, safety and environmental requirements. 8. Verifies field measurements/quantities for contract payments and provides contract completion data on projects with multi-million dollar budgets. 9. Recommends engineering field solutions to design and construction problems. 10. Ensures the District?s interests are fulfilled with regard to quality of construction and quantities paid; documents contractor compliance with safety and environmental requirements. MINIMUM REQUIREMENTS* Education, Training and Experience: Graduation from high school or GED equivalent; and at least three years experience working in public works construction as an inspector, skilled tradesman, foreman or superintendent with experience in reading and applying specifications, building codes, and understanding and interpreting plans. A current, valid California Class C driver?s license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business. HAZWOPER Certification may be required to obtain up to 40-hour HAZWOPER certification, which includes passing a physical examination within six months of employment and complete 8 hours of HAZWOPER refresher training annually. May be required to obtain within six months of employment first aid and CPR certification and maintain these qualifications. Request submittals from subcontractors in accordance with the subcontract documents. 6. Receive, track, review, and approve all submittals. 7. Prepare color board if necessary. 8. Review contract documents and assists the Project Manager in preparing the construction schedule. 9. Adhere to company’s purchasing procedures while ordering or receiving any needed material and equipment within delegated authority. 10. Coordinate and administer weekly safety meeting with METS Coordinator, subcontractors, suppliers and TRG field personnel. 11. Monitor daily quality, making adjustments as needed. Continually review contract documents for coordination issues prior to delivery of every product to site for installation. Identify items to be submitted as Request for Information to the Architect/Engineer or Owner prior to problem development at the project. 12. Inspect the project daily for quality and safety. Identify items for improvement, implement changes by coordinating with appropriate individuals with respective subcontractor or supplier. 13. Review and ensure deliveries/invoices are timely and accurate. Provide direction to Project Engineer on critical path items in order to determine priorities to maintain schedule. 14. Communicate with local authorities on local interests as required. No contact with news reporting entities is permitted unless coordinated through CEO. 15. Coordinate with the Superintendent to administer weekly project meetings with Project Manager, subcontractors, suppliers and TRG field personnel. 16. Update “as-built” conditions or changes in contract documents and coordinate with subcontractors, suppliers and TRG field personnel for implementation. A minimum of a weekly update is required. 17. Maintain and update safety logs. 18. Ensure all certificates and final inspections have been obtained prior to project close out. 19. Create punch list for subcontractors, suppliers and TRG personnel for completion prior to Substantial Completion. After Substantial Completion, review, identify pertinent subcontractors and verify completion of Architect’s punch list timely. Test alarm systems, return keys to owner and ensure mechanical systems are tested prior to close out. 20. Coordinate with Project Manager to ensure all Close-out Documents including the as-built drawings are complete and submitted for the project. 21. Carry out any other assigned tasks given by the Project Manager. 22. Monitor staffing needs, evaluate performance, and address employee relation issues as warranted for field staff. Expectations 1.
