The primary purpose of this position is to directly supervise a staff of two professionals (Community Planner, GS-0020-11, journeyman and one military LT equivalent to (Civil Engineer, GS-0810-07, trainee).  Assigns duties and responsibilities; outlines overall objectives; ensures that required production and personnel reports are rendered.  Provides for development of subordinates to stay current on directives, regulations, and programming procedures.  Conducts necessary on-the-job guidance on critical problems and policy changes.  Periodically reviews work to ascertain the degree to which objectives are being achieved, and insures proper coordination. Provides the necessary technical and administrative instructions on the more difficult and controversial problems encountered by subordinates concerning program issues, objectives, policy interpretation, and internal procedures.  Endeavors to resolve employee grievances.  Supports and takes affirmative action in the furtherance of Equal Employment Opportunity in all aspects of personnel management, with special emphasis on career progression and other special programs.  Actively pursues and supports ACC total quality management principles, philosophies and program goals.  Reviews individual work order requests and other imposed construction requirements.  Correlates work requirements with available resources (people, money, materials).  Analyzes aggregate requirements for impact upon various programs, and selects the most appropriate approach for consistent projects based upon public law, fund climate, judgment, and applicability.  Oversees the formulation into the programming arena of the various five-year work plans, which identify work requirements and indicate how and when identified work is to be accomplished.  Periodically reviews work requests to assure that all work requirements are contained therein; that new work requirements are reflected in the project list; that old and outdated material is removed from the file; and to assure that appropriate administrative action is taken on correspondence and suspenses.  Develops programming documents for projects proposed for military construction, minor construction, family housing, operations and maintenance, non-appropriated fund, hospital, and associate unit projects.  Makes presentations of program items to review activity facilities review action and Facilities Board, and to higher authority review panels as necessary.  Serves as the Executive Secretary to the Installation Facility Board.  Responsible for the operation and maintenance of the Civil Engineer Project Contract Management System (PCs) and Programming, Design & Construction (PDC) programs.  Ensures all facility projects by contract requirements are developed and input into the automated systems, performs regular updating actions to maintain current status of all identified and validated project requirement, submits status report to HQ ACCIHQ USAF, and prepares local special reports for management applications. Utilizes computers to solve engineering calculations, other mathematical computations, or to conduct simulations, requiring proficiency in use of various software programs to include word processing, spreadsheets, database, computer aided design and drafting, etc.  Assists in the accumulation of data and the formulation of data creation sheets for mechanized reports.  Accomplishes and/or monitors all planning/engineering studies to determine the feasibility or the capability of existing facilities to insure support of new missions or long range programs and to define requirement for new/additional facilities.  Conduct studies covering a wide field to determine impact of newly assigned programs on the capability of the existing physical plant.  Accomplishment of assignments requires assembly and evaluation of technical data, development of briefing brochures, preparation of program submittal packages and the submission of correspondence to higher headquarters and to other commands.  Responsible for the Base Comprehensive Plan.  Receives training and develops proficiency in team skills that enables the incumbent to maintain operational capability of the base for extended periods of time during national emergency declaration, in a contingency when mobile military Prime BEEF Teams are fully or partially deployed, and/or during natural disaster recovery operations.  Will periodically respond with Base Damage Assessment Team during actual/simulated emergencies to test and/or maintain proficiency in team skills for assigned work.   ADDITIONAL INFORMATION: A newly appointed or reappointed employee may or may not receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate.
