Code Compliance Officer

GENERAL PURPOSE:

Responsible for the enforcement of the Fruita Land Use Code and other City of Fruita Municipal Codes pertaining to land use, neighborhood and community nuisances such as but not limited to: junk vehicles, weeds, tires trash, etc. Also assists in land development reviews, front counter operations, permitting, and other community development functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Proactively respond to code enforcement violations by known complainants, anonymous or seen visually by the Code Compliance Officer.
  • Responsible for the Listserv HOA contact information and host regular meetings/workshops with associations.
  • Creates and maintains a system of files including but not limited to: citations and case reports.
  • Some knowledge of records security, retrieval and archival in compliance with the Colorado Records Security Acts and Public Information Acts.
  • Ability to listen well, greet and treat the general public in a manner that shows sensitivity to their needs and circumstances and then orally communicate concisely and effectively to address and/or refer their request to the appropriate person.
  • Assist staff and the public in Code interpretation and the review of land development applications for compliance with Code requirements including initial reviews, final plat reviews, release of improvements agreements, and certificates of occupancy.
  • Involvement in professional planning projects such as the updates to the Master Plan and Land Use Code and other parts of the Municipal Code.
  • Conducts annual inspections with Lower Valley Fire Protection District of commercial and school facilities within the community with Municipal Court on restitution community service projects.
  • Works closely with the Fruita Police Department.
  • Desire to promote new and creative ways to help neighborhood clean up efforts.
  • Manages special projects as assigned such as census activities, website updates, and GIS database information.
  • Assists front counter operations and may issue Planning Clearances for houses, fences, signs, etc.

OTHER DUTIES AND RESPONSIBILITIES:

  • Performs all other related duties as directed.
  • Decision making, ability to reason, ability to remain calm in an occasionally stressful environment.
  • Ability to work independently with minimal direction.
  • Desire to help as needed with other departments, including but not limited to Public Works, Engineering, and Building.
  • Operate or ability to learn to operate, small lawn maintenance equipment to include but not limited to: lawn mowers, weed trimmers, walk-behind brush hogs, chain saws, extended tree trimming chain saws, and associated safety equipment to operate the same.

JOB QUALIFICATIONS

  • Demonstrate the ability to understand what confidential information/materials is.
  • Must be adaptable, self-motivated and possess good interpersonal skills.
  • Requires a higher level of honesty, integrity and trustworthiness; primarily due to the need to testify in court in some cases.
  • Solid organizational, computer, and communication skills. Multi-task oriented with ability to learn rapidly.
  • Ability to work with all facets of the public
  • Knowledge of law enforcement organization, activities, terminology, principles and practices preferred.
  • Some working knowledge of pertinent Federal, State and local laws, codes and regulations.
  • Ability to communicate clearly and concisely, both orally and in writing.

EDUCATION & EXPERIENCE:

Some college or an associate degree in the related field of Law Enforcement preferred; or the related field of planning, architecture, building construction, or engineering.
