Primary Purpose of Job
The Harbor Maintenance and Safety Manager is responsible for the development, implementation, and administration of the Harbor Departments Asset Management and Maintenance Plan and to direct and manage all maintenance work and safety protocols for CBS port and harbors.
Under supervision of the Harbormaster, the Harbor Maintenance and Safety Manager has the exercises independent judgement and discretion with respect to the harbor maintenance, repair, and safety planning, programs, and projects. The position directly supervises the harbor maintenance specialist position and temporary summer employees hired to perform maintenance and repair work.
In the absence of the Harbormaster/Deputy Harbormaster, the Harbor Maintenance and Safety Manager will assume full responsibility for the duties and leadership of the Harbor including but not limited to access and activation of the Harbor Security Plan pursuant to USCG Regulations 33 CFR Part 105. This position has the authority to approve and execute Trespass protocols.
The Harbor Maintenance and Safety Manager is a management employee who assists and acts in a confidential capacity to the Harbormaster, Deputy Harbormaster, Municipal Administrator, Assembly, and other department heads who formulates, determines, or effectuates management policies.
Essential Duties and Responsibilities
Develops, implements, and manages the asset management program for the port and harbor
Establishes standards and plans, directs, and ensures clean and safe day-to-day operations for all those working at and visiting port and harbors
Directly supervises, manages, develops, evaluates, and motivates maintenance employees to high levels of productivity and performance through the development and communication of clearly defined goals and objectives, and ongoing coaching, mentoring, and training
Manages and oversees preventive maintenance programs for equipment and structures
Plans for, approves, directs, and oversees dock repairs
Inspects floats and adjoining installations for damage and fire hazards; directs repairs, as necessary
Provides constructive input and direction in the design, development, and construction of highly visible and complex marine maintenance projects.
In coordination with the Harbormaster and Deputy Harbormaster, develops short and long-term maintenance and safety goals and key performance indicators to measure progress and attainment
Develops, implements, maintains, and audits standard safety and maintenance operating policies and procedures for port and harbor operations to ensure controls and preventive measures are in place
Develops, implements, and oversees the annual port and harbor maintenance budget and annual expenditures, in collaboration with the Harbormaster
Manages, directs, and records harbor safety training and meetings ensuring employees, contractors, and volunteers receive the appropriate level of safety, compliance, job related training upon hire or at specified intervals in accordance with CBS and department policies and procedures, ASKOSA, or other regulatory requirements
Manages port and harbor workers compensation claims for employees
Investigates accidents and incidents, and where necessary recommends corrective actions to establish accountability relative to established safety policy and procedures either independently or in partnership with external agencies or other departments
Develops, implements, and monitors fire prevention programs for facilities and berthed boats in the port and harbors
Approves development of and writes bid documents or directs and oversees staff to do so
Implements and administers the Harbor Emergency Response Program
Establishes and maintains effective working relationships with other Departments and CBS employees, law enforcement agencies, state and federal officials, the Port and Harbor Commission, business and community organizations, the public, and other third parties.
Presents and effectively delivers information in a variety of situations, venues, and forums, to multiple, sometimes competing, stakeholder interests
Performs other duties as assignedKnowledge of:
Current practices and procedures related to harbor maintenance and safety
Marine construction and maintenance operations to include marine equipment
Applicable laws, rules, standards and ordinances affecting harbor operations
Strategic planning and the implementation of harbor goals and objectives
Law enforcement principles and practices related to harbor operations
Skills in:
Operating of vessels up to 32 feet in length, including towing
Perform basic first aid and cold-water rescue
Operating equipment, tools, vehicles, and boats required to ensure a fully maintained and safe harbor operations
Operating a personal computer using standard, such as Word, Excel, and Outlook, and customized Harbor software
Ability to:
Recognize and maintain confidential information when assisting law enforcement and the Harbormaster
Communicate well with others, both orally and in writing, using both technical and non-technical language
Understand and follow oral and written policies, procedures and instructions
Prepare and present accurate and reliable reports containing findings and recommendations that are data driven
Perform duties in a manner that maximizes public safety around dock maintenance and repair
Maintain accurate logs, records and basic written records of work performed
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines including crisis management
Willingness to quickly learn and use new skills and knowledge Minimum Qualifications
HS Diploma or GED; AA Degree or higher in Fire or Maintenance management, preferred; and
Minimum of twelve (12) months of work experience in the capacity of assistant Harbormaster or maintenance or safety lead or comparable position; and
Experience operating boats of various sizes and for different purposes, including towing procedures; or
Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work
Other Job Requirements or Expectations
Possession of a drivers license issued by the State of Alaska
Ability to obtain within 12 months of hire Coast Guard training certification pursuant to USCG Regulations 33 CFR Part 105
Employees are expected to wear the right attire and safety gear for the work assigned
Employees will be required to work various shifts, including early mornings, evenings, nights, weekends, and holidays and be on-call for 24 hours when necessary
Other job-related certifications desired upon hire, or required to obtain within six months of hire:
Emergency first aid and CPR certification
HAZWOPER-24 certification
Transportation Workers Identification Credentials (TWIC)Working Conditions:
Works in office setting for about 50% of the time
Works in the field outside, often in inclement weather with related hazards, about 50% of the time
Field work exposes employee to environmental factors such as loud noises, vibrations of hand-held equipment, small and confined spaces, and known hazardous involving water, chemicals, electrical, mechanical, physical substances, and fumes
When rendering aid to others, employee may be exposed to blood and body fluids
Specific Physical Requirements:
Frequent daily physical movement (walking, standing, sitting, bending, kneeling, stooping, climbing) throughout the workday sometimes on uneven and slippery surfaces
Frequent lifting, carrying, pushing, or pulling materials or objects up to 50 pounds with or without the assistance of proper equipment
Operating a personal computer and general Microsoft software such as Word, Excel, and Outlook and any specialized software for harbor operations
General Physical Requirements:
Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively in person and over the telephone or radio
Sufficient vision which permits the employee to read printed materials and on a computer screen and to observe Harbor operations
Sufficient manual dexterity which permits the employee to operate computers and related equipment other hand and power tools and equipment
Sufficient personal mobility and physical reflexes which permits the employee to work in the field with sufficient strength and stamina to perform medium to heavy physical work
