Job Description
Summary About the Position: This Contracting Specialist position is with the U.S. Army Corps of Engineers, SWD, Ft. Worth District, Contracting Division with a duty station location of Ft. Worth, TX. This announcement is NOT intended for current, permanent Army employees. Responsibilities Serve as contract specialist responsible for pre-award and post-award actions, including price/cost analysis, negotiation, administration for services, construction, supply, and Architect-Engineer (A-E) requirements. Review requests for procurement of complex items involving equipment, extensive technical services, and unique construction. Prepare amendment documents incorporating provisions which include cost accounting standards, cost or pricing data, special testing requirements, government furnished property, and payment provisions as required. Perform cost analysis to assist with determining acceptability of technical proposals prior to conducting reward surveys for determining responsibility of prospective contractor. Responsible for contract management on assigned contracts during the post award phase of the procurement cycle. Monitor contractor performance through verbal conversations, correspondence, reports review of payment vouchers, and periodic visits to the contractor's facility or work site. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award or post-award functions (e.g., price cost analysis and negotiations) related to civil works or military funded projects; AND 2) Preparing contract changes or modifications related to supply, services, construction contracts, and Architect Engineering (AE) using the FAR and DFARS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
