Job Description:
The Senior Project Engineer is a part of the Operations team and plays a key role during the procurement, implementation and operation stages of the company project portfolio. You will be responsible for design, construction, operations & maintenance and environmental related aspects, strategic analysis and management when pursuing new project opportunities.
Essential Duties and Responsibilities:
Manage the technical aspects (Design, Construction, Operations and Maintenance) throughout project bidding phase (Project Proposal preparation). This includes but is not limited to:
Leading the relations with Business Development department
Overseeing all D&C and O&M aspects of the Proposal and defining the technical approach for the Project Proposal leading the coordination with external technical consultants during the preparation of Project Proposals
Facilitating coordination of project designers with Traffic and Revenue and Operations teams
Preparing high level D&C cost estimates
Providing technical inputs for the O&M cost models
Supervising and conducting lifecycle O&M cost analysis to optimize lifetime maintenance strategy
Managing and conducting project risk analysis
Preparation of Technical Documents to be submitted as part of the Project Proposal
Attending project meetings with partners and clients, preparing and presenting the proposed technical solutions
Presentation and discussion of Project Proposals technical aspects for company executives
Managing Lender's Due Diligence process and support Project Finance team in technical aspects related to negotiations with bondholders and rating agencies
Provide technical support to concession companies in Cintra US's portfolio during project implementation and operational phases, this includes but is not limited to:
Provide technical inputs on the optimization of design and construction
Provide assistance to develop initial set up of Operations and Maintenance teams
Implement and develop Asset Management Systems
Participate in the annual revision of budgets
Implement best operation practices in concession companies
Prepare annual cost benchmarking reports with other projects in the portfolio
Implement best practices and develop corporate operational policies and standards for asset optimization and consistency throughout Cintra US portfolio
Analyze existing concessions Operations and Maintenance expenditures, and strategies and use them as a knowledge database to prepare lifecycle cost models for new projects
Update long-term forecasting operations and maintenance cost models of existing concessions to be used by the company for valuation purposes
Prepare materials and provide senior level reporting and advice on their areas of responsibility
Qualifications (Knowledge, Skills & Abilities):

Education & Experience:
Bachelor's degree in civil engineering with emphasis in structural, transportation or construction management
4-7+ years of experience in highway engineering or construction management
Previous experience in procurement processes or maintenance contracts with Departments of Transportation, for highway or roadway projects, preferably in Public Private Partnerships (P3s)
Working knowledge of the principles and practices of Civil Engineering and Construction Methods, Materials and Equipment, including any DOT Procedures, Standards and Specifications
Ability to interpret construction plans, provisions, standards and specifications
Professional Engineer (PE) certification desirable
Professional Qualities:
Ability to interact with colleagues in a self-managed team structure
Must be able to multitask, solve problems and implement innovative processes within a fast-paced environment
Superior writing and verbal communication skills, particularly technical report writing skills
Able to summarize and present information and to present and explain findings and conclusions to senior management
Effectively manage tasks and strict deadlines with independence and in an organized way
Mindset for research and innovation. Active, curious, and ready to explore new ideas
Operate with a high degree of independence, self-direction and initiative.
Computer Skills:
Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word and PowerPoint and other PC based programs
Knowledge of MicroStation, AutoCAD and Geopack desirable
VUE Works (asset management tool) and ArcGIS experience is desirable
