General Statement of Responsibilities
Under direction, the purpose of this position is to provide administrative support to the Development Services Department, primarily the Engineering Division in the coordination and facilitation of development applications, plans, and other documents in assisting team members with ensuring compliance with development regulations and, with reviews being processed within specified time frames. Responsibilities include the routing and tracking of development-related applications and construction documents in accordance with departmental rules and regulations. This position performs a variety of related administrative tasks, verifying contractor credentials, calculating fees, and is the primary point of contact for customers and staff regarding the status of permit applications and scheduling inspections, as needed. This position also collects payments for applications, permits, and performs specific functions requiring specialized knowledge of development processes, and applies acute attention to detail in all processing tasks. Maintains active and finalized files for permits, reports, and receipts; prepares such for storage. Executes special projects and performs related work as assigned by the Development Services Department Director or their designee. This is a skilled, full-time non-exempt position.

- Coordinates the permit application/plans review process for the Planning, Building and Codes, and Engineering sections with the appropriate employees as it pertains to areas of expertise and meeting prescribed deadlines.
- Receive and process license applications and fees for contractors. Verifies contractors and sub-contractors for current State Commerce Department licensure; verifies licensing is consistent with requested work permit; verifies zoning is consistent with requested work permit; verifies proper Certificate of Insurance and issue permits if materials are in order and all other requirements have been satisfied.
- Calculates all fees that are required to be paid for permits including, but not limited to, plan review fees, permit valuation fees, water and sewer tap fees and other development fees.
- Verifies data for building plans submitted, i.e., completeness, design professional seals, notarization, state energy calculations, survey, elevation certification, property owner, etc.
- Enters data in permit processing software, i.e., construction type, occupancy type, roof materials, work description, appropriate permits.
- Scans building and zoning permits and applications, inspection reports, and Certificates of Compliance into appropriate permitting software and relevant web applications.
- Answers multi-line phone; Receive calls from public and contractors, schedule inspections, and maintain calendars.
- Greetings visitors and ascertains the nature of business; assists visitors and/or directs appropriate person.
- Acts as the Face of the City to the public that visit City Hall to do business.
- Functions as the primary point of contact for all projects to which they are assigned whether residential or commercial. This includes large developments and small weekend projects for homeowners. Also acts as a point of contact for other City departments and elected officials.
- Assist in resolving concerns, complaints, and problems, including defusing difficult or irate customers.
- Composes, types and edits a variety of correspondence, reports, memoranda, notes, minutes, agenda, and other material requiring judgment as to content, accuracy, and completeness.
- Maintains records of permit applications, plans, and other related documents, ensuring proper organization and accessibility.
- Maintains inventories and orders office supplies and materials; Duplicates and distributes material.
- Performs other duties as assigned.

Education and Experience
- High School Diploma or GED required.
- State of Tennessee Valid Drivers License
- Post-secondary education in Engineering Technology preferred.
- The International Code Council preferred Permit Technician Certification.
- 4+ years experience in clerical/office management required.
- 4+ years of customer service experience required
- Experience in land use, building permits and zoning desired.
- Experience receiving and accounting for funds desired.
- Equivalent combination of education and experience.
