The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: This position will serve a dual role as a Project Engineer on various MDTA construction contracts or as an Assistant Project Engineer on major bridge and highway design projects. The employee in this position will ensure adherence to contract specifications, update monthly project schedules, assign duties, and oversee the work of construction inspectors.

Duties of this position include, but are not limited to, the following:

  • Monitor all phases of the construction project and ensure the contractor is compliant with all contract documents and building codes;
  • Supervise and assist lower-level inspectors including assigning workloads and ensuring that assignments are properly completed;
  • Daily communication with the prime and sub-contractors to coordinate the work to be performed;
  • Review and coordinate Maintenance of Traffic (MOT) plans with the contractor and ensure a safe work zone through lane closures;
  • Consult with supervisors and design engineers on possible changes in design, cost, overruns, field conditions and other applicable work to be performed;
  • Maintain accurate and complete documents including project records and monthly estimates;
  • Check measurements of all pay quantities for proper calculations and payment; and
  • Interact with other divisions within the MDTA and state agencies including the State Highway Administration, MDTA Authority Operations Center (AOC), MDTA Police, and MDTA Maintenance.

The employee in this position will report directly to the Deputy Director of Construction and Area Engineer . Work conditions vary depending on assignments and are performed in the office or in the field during survey and inspection assignments with exposure to varying weather conditions and rough terrain and requirements for walking, standing, bending, and lifting loads weighing up to 80 pounds. May be required to wear personal protective equipment (PPE), such as a safety vest, hard hat, eye and ear protection, safety footwear, fall protection, or a respirator, particularly when working near painting or sandblasting operations. The current vacancy is located in Baltimore, MD.

Employees in this classification may be required to work various shifts and on weekends depending on assignments. Employees in this position with this classification may be required to travel and be available for work in any part of the state, subject to change of assignment, as work requires.

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Eight years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. **Six (6) months of this experience must include managing highway, bridge, tunnel, or facility construction projects.

1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.

2. Applicants who possess an Associates Degree in either Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the eight year experience requirement.

  2. National Institute for Certification in Engineering Technologies (NICET) certification, in-house certifications or state-sponsored, material-testing certification may be required for some positions.
  3. Employees in this classification may be required to possess Federal Highway Administration (FHWA) certification for inspection of In-Service Bridges, or have the ability to acquire this certificate within a given time period.
  4. Employees in this classification may be required to possess an Erosion & Sediment control Certification.
  5. Employees in this classification may be required to achieve certification in field testing procedures in concrete, soil aggregate and Hot Mix Asphalt within a given time period.
