Project Manager 1, Post Occupancy Department: Capital Planning Reports To: Project Manager3 FLSA: Exempt Grade: 10 Salary: $78,425 $86,267
JOB SUMMARY The MSBAs Post Occupancy Evaluation (POE) Project Managers review and assess completed MSBA-funded school buildings through a process of internal data collection and onsite evaluations, working with District stakeholders to assure buildings are operating as intended andperforming as designed. The POE Project Manager 1 (PM1) supports the efforts associated with MSBAs Post Occupancy Evaluation program including collecting district-specific data; preparing draft reports, dashboards, and data summaries; and consistently applying MSBAs policies and procedures. This role also works cross-functionally with colleagues in other departments to provide POE-related information that may relate to larger MSBA goals and efforts. Essential Functions and Responsibilities
  • Assist in coordinating post occupancy related activities internally with the appropriate MSBA departments and local district officials. Identify and suggest potential resolutions.
  • Support further development of MSBAs post occupancy policies, procedures, communication protocols, tools, templates, and databases and establish a process for modifications and/or updates.
  • Communicate MSBAs post occupancy schedule and related efforts with professional consultants and local district officials participating in the Post Occupancy Evaluation program.
  • Compile pre-occupancy components associated with Core Program feasibility, design, construction, and other related documents.
  • Assist in coordinating professional consultant(s) deployment and feedback associated with district questionnaires, surveys, etc.
  • Support the review of consultant agreements, contracts, work orders, and invoicing.
  • Travel to school buildings throughout Massachusetts while representing the MSBA and participate in the building visit portion of the post occupancy evaluation. Document observations associated with building visit portion of the post occupancy evaluation and coordinate potential findings and/or recommendations with the reporting effort.
  • Assist in generating individual post occupancy evaluation reports intended to be distributed to participating school districts.
  • Support in the quality assurance review and distribution of post occupancy evaluation reports to participating districts and coordinate responses associated with internal and external feedback.
  • Prepare and present periodic status and summary reporting to supervisor in support of reporting to MSBAs Executive and Senior Staff, MSBAs Board of Directors, and MSBAs Facilities Assessment Subcommittee.
  • Support the efforts associated with analyzing trends related to information obtained through post occupancy evaluations and determine potential impact to the Capital Planning Department.
  • Work collaboratively with MSBA IT and MSBA Data team to establish and ensure data collection protocols associated with district generated feasibility, design, construction, and other related documents.
  • Work collaboratively with MSBA IT and MSBA Data team to ensure the accuracy and completeness of collected data associated with the Post Occupancy Evaluation Program.
OTHER DUTIES and RESPONSIBLITIES
  • Support efforts associated with periodic procurement(s), approximately every 3-4 years, and for professional consultants and/or technical vendors as required to support MSBAs grant program and other potential initiatives.
  • Support the efforts related to initiatives that improve MSBA policies and practices that support the overall needs of the Capital Planning department.
  • Contribute to the deliveryof public outreach presentations and/or publications.
  • Support the efforts associated with the recruitment, selection, and training of internal personnel.
  • Potential to perform other duties as assigned.
Required Education, Experience and Skills
  • Bachelors degree in at least one of the following: architecture, engineering, construction, project management, or related field; and
  • Two-to-five years of experience associated with architecture, design, construction, project management, or other applicable disciplines.
  • Possess a thorough understanding of the design process from conceptual phases through construction documents.
  • Ability to effectively manage multiple tasks including gathering, analyzing, and presenting complex technical information in a clear, concise, and comprehensible manner.
  • Ability to prioritize work assignments.
  • Ability to work independently and as part of a team.
  • Possess strong verbal and written communication skills.
  • Ability to gather, analyze, and present data and technical information in a clear, concise, and comprehensible manner.
  • Possess good attention to detail.
  • Possess proficiency in Microsoft Office 365 software applications, including Excel, Word, PowerPoint, SharePoint, and Outlook. Knowledge of Tableau software is a plus.
Preferred Qualifications
  • Demonstrated experience associated with public construction and/or educational facilities, knowledge of Massachusetts public bidding laws, and/or previous experience working with federal, state, county, or local government.
  • Demonstrated experience associated with post occupancy evaluations and/or the post occupancy evaluation process.
