General Statement of Responsibilities

This position is a skilled, full-time exempt role reporting directly to the Development Services Department Director. The incumbent supervises and supports the Engineering Division and is involved in reviewing land development projects, including residential, mixed-use, and commercial, as well as associated infrastructure. This position offers general engineering support to the entire city team as needed providing technical expertise on construction challenges, growth management, and infrastructure. May require performing site inspections and problem solving with development professionals and city team members and, disseminating information to the public. Additionally, this role includes working closely with other city departments, field inspectors, and monitoring the quality and timing of the plan review activities and services of the City's third-party consultants. Essential Functions of the Job

  • Reviews development plans for sites, subdivisions, and City projects for compliance with applicable regulations and standards; evaluates studies, reports, and comments concerning such plans; identifies required changes and prepares departmental responses to submitted plans. Coordinates plan review and staff comments with other necessary departments. Exercises professional discretion and judgment in order to make scientific and engineering related recommendations to other professionals both internally and externally related to both capital and private projects.
  • Supports city inspectors to ensure infrastructure systems serving private development are designed and installed in compliance with municipal regulations.
  • Works closely with the city's third-party engineering consultants to ensure the review, design, and subsequent construction of site improvements meet the City's adopted standards.
  • Receives and reviews various documentation (project plans/documents/studies, site plans/plats, drainage calculations, water/sewer capacity calculations, architectural drawings, grading permits, excavation permits, etc.).
  • Performs water and sewer capacity modeling and maintains the models to accurately reflect demands in a fast-growing community.
  • Reviews, recommends, and/or approves; responds/forwards as appropriate.
  • Responds to citizen/customer complaints and requests, to include providing information, researching problems, implementing solutions, etc.
  • Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
  • Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents via computer or tablet.
  • Copies and distributes correspondence, letters, memoranda and other related materials.
  • Uses knowledge of various software programs to operate a computer in an effective and efficient manner.
  • Supervises and supports the work of the Engineering Division.
  • Attends and provides as needed commentary at Board of Mayor and Aldermen (BOMA) and Planning Commission (P/C) meetings.
  • Provides staff assistance with the Development services Department Director, preparing staff reports and other necessary documents, statistics and figures.
  • Attend professional training and industry meetings.
  • Performs other duties as assigned.

Other Job Duties

Performs other duties as assigned, including:

  • Prepares official correspondence related to violations and other issues.
  • Ensures records and communications regarding private development are maintained.

Primary Job Challenges

Primary challenges of this position include staying up to date with the city's adopted building codes, development regulations, and processes and, communicating with individuals with varying levels of education and differing backgrounds, and experience.

  • Job Content Knowledge:

Has thorough knowledge of the policies, procedures, and activities of the City and Engineering practices as they pertain to the performance of duties relating to the position of Civil Engineer. Is knowledgeable of the City's project review and permitting practices as necessary in the monitoring and completion of daily responsibilities. Is knowledgeable of general engineering and architecture practices as they relate to site design and construction. Has considerable knowledge of municipal codes and adopted development regulations. Has considerable knowledge of zoning ordinances and is familiar with the Americans with Disabilities Act. Is proficient at reviewing plans, zoning maps, plats, and surveys. Must be able to work with individuals with varying levels of education and differing backgrounds. Ability to keep current of changes in policy, methods, computer operations, equipment needs, and policies, etc. as they pertain to departmental operations and activities. Is able to effectively communicate and interact with supervisors, and all other people and entities involved in the activities of the City and Development Services Department. Is able to assemble information and make written reports and documents in a concise, clear, and effective manner. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department.

  • Language Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the public.

  • Mathematical Skills:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

  • Reasoning Ability:

Ability to define complex problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Teamwork:

Anticipates the need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job requires the incumbent to:

  • Must be able to remain in a stationary position 50% of the time.
  • Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends stairs/ladders in various work areas.
  • Frequently moves/transports up to 10 pounds.
  • Occasionally moves/transports up to 50 pounds.

Work Environment: Performance of the essential duties of this job requires:

  • Frequent exposure to outdoor weather conditions
  • Occasional exposure to vibration.
  • The work environment is moderately noisy (for example: business offices with computers and printers, light traffic).

Education and Experience

The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor's degree (B.A.) from four-year college or university in civil engineering or related discipline plus 5-7 years of related experience and/or training, or an equivalent combination of education and experience.

Required Certifications/Licenses:

  • TN Driver's License
  • Professional Engineer (TN) (A Professional Engineering License from any state is required to apply for this position; however, the Tennessee Professional Engineering License must be obtained prior to completion of the probationary period.)
  • 10 Hours OSHA Training within 1 month of employment

Additional Certifications/Licenses as required by the Development Services Department Director:

  • TDEC Level 1 (Must be obtained prior to completion of the probationary period)
  • TDEC Level 2 (Must be obtained prior to completion of the probationary period)
  • TDOT Local Government Guidelines Manual & ROW Training (Must be obtained prior to completion of the probationary period)

Equipment

This position requires the use of various office equipment including but not limited to a personal computer (word processing, spreadsheet generation), Microsoft Office and permitting software; 10-key calculator, telephone, facsimile machine, copy machine, postage machine, etc.
