Technical Project Manager - Network Performance & Capacity

We're looking for an experienced and highly motivated Technical Project Manager to lead critical projects focused on telecom network performance, capacity management, and comprehensive speed testing, especially for a broadband Fixed Wireless Access (FWA) program. This role involves planning, executing, and finalizing technical projects by coordinating diverse technical teams. You'll need strong technical acumen in telecom and broadband network infrastructure.

Responsibilities

- Lead technical projects from initiation to closure, focusing on telecom infrastructure, network upgrades, capacity expansion, and performance enhancement.

- Develop a Broadband Speed Testing Plan, leveraging existing FWA models and processes.

- Define the Network Testing Scheduler Model, understanding the operational differences between eNodeB, gNodeB, and P2P Radios.

- Build or utilize automation tools for efficient test execution and report generation.

- Define and implement key Speed Testing KPIs, including Peak Trimmed Mean (PTM), downlinkSpeed, uplinkSpeed, pingTime, latency, jitter, packetLoss, testProgress, and serverID.

- Coordinate internal teams for project execution and testing.

- Collaborate with teams to ensure the speed testing framework is continuously updated and optimized.

- Analyze speed test results to:

-- Create detailed reports for Legal and Executive Teams.

-- Present reports and clearly explain technical insights to non-technical audiences.

-- Identify network improvement areas, partnering with engineering and operations for resolution and customer experience enhancement.

- Help develop a FWA Broadband capacity management plan to ensure future scalability and performance.

- Manage project risks, proactively identifying potential capacity bottlenecks or performance degradation.

- Maintain comprehensive project documentation, including network diagrams, capacity plans, and performance reports.

- Communicate project status to stakeholders, highlighting issues and proposing solutions.

- Manage project scope, schedule, and cost changes, especially those related to telecom standards or capacity demands.

- Lead new projects as they arise, coordinating across Engineering, Operations, Planning, IT, and other departments.

Required Qualifications:

- Proven experience as a Technical Project Manager with a strong focus on telecommunications, network infrastructure, capacity management, or performance optimization. 3-5 years

- Demonstrated experience in capacity planning methodologies and tools for complex networks. 2 years

- Exceptional communication and presentation skills, able to convey complex technical information clearly to executive and legal teams. 2 years

Desired Qualifications:

- Understanding of telecom or broadband network infrastructure (core, access, transport layers), including FWA technologies.

- Experience in developing and executing network testing plans, including KPI definition (e.g., PTM, speed metrics, latency, jitter, packet loss).

- Familiarity with TR143 Protocol Guide for network testing.

- Experience with automation tools/scripting (e.g., Python, shell scripting) for data collection and reporting.

- Strong understanding of network testing scheduler models and radio node types (eNodeB, gNodeB, P2P Radios).

- Demonstrated experience in capacity planning methodologies and tools for complex networks.

- Exceptional communication and presentation skills, able to convey complex technical information clearly to executive and legal teams.

- Strong organizational skills and the ability to manage multiple complex projects.

- Proactive problem-solving abilities related to network scalability and performance.

EDUCATION/CERTIFICATIONS:

- Bachelor's degree in Computer Science, Engineering (Electrical, Telecom, Network), or equivalent practical experience.
