Under the direction of engineers, assist in designing and drafting construction plans for water, wastewater, stormwater and other capital improvement projects. Provides construction management and inspection duties for infrastructure improvement projects. Provides AutoCAD drafting and surveying duties for design construction plans. Designs erosion control plans and prepares documents for jurisdictional permitting to ensure compliance with all local, state and federal codes and ordinances. Prepares documents for technical correspondence, record keeping, mapping, permitting and easement acquisition.
Job DutiesOperates GPS, AutoCAD software and surveying equipment to prepare base maps for infrastructure improvement projects.
Operates utility locating equipment to determine the location of existing water, sewer and stormwater infrastructure for design plans.
Manage AutoCAD software design standards and standard drawing templates.
Maintain AutoCAD software to meet current industry design standards and teach other staff members new drafting guidelines and techniques.
Under the direction of engineers, prepare plans, specifications, cost estimates, and technical reports on Department of Water Resources projects such as water main, sanitary sewer and storm sewer extensions, replacements and relocations; water and wastewater treatment improvements and sewage pump station improvements.
Measures, determines and records amount and type of materials used in utility construction; estimates costs of construction; inspects work in progress to determine compliance with project plans and specifications, accepted construction methods and procedures, local regulations, codes and ordinances; documents each phase of utility construction; prepares field notes.
Prepares Soil Erosion and Sediment Control plans for utility construction; inspects construction sites to ensure compliance during construction; informs contractor and engineer of violations or necessary modifications to plans; may suggest corrections; ensures proper installation and maintenance of soil erosion and sediment control devices.
Assists with new service applications for utilities by determining availability of service.
Maintains list of roads in need of water, sewer and stormwater infrastructure repairs and customer requested service extensions.
Research property deeds and plats to ensure legal property rights and prepare easement documents required to obtain permission from property owners prior to construction.
Meet with land owners to obtain signatures on easements, permission for surveying and work through field issues as required.
Performs other related duties as required.
Education and Experience:
High School Diploma or G.E.D.
Associates or Technology Degree from an accredited college or university in drafting, engineering or related field of study preferred.
Three years utility construction, maintenance, or other related experience.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Level II (Certified Plan Reviewer) Erosion & Sediment Control certification or the ability to attain within two years.
Water distribution certification or ability to attain within two years.
Wastewater collection certification or ability to attain within two years.
Public Notary or ability to attain within two years.
Knowledge, Skills, and Abilities:
Knowledge of utility construction methods, practices and materials.
Knowledge of surveying techniques.
Skill in use and application of surveying equipment .
Knowledge of utility locate techniques.
Knowledge of GIS programs.
Knowledge of the principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges and other projects.
Ability to read and interpret construction plans and specifications.
Ability to calculate and measure square footage and quantities of materials.
Ability to learn and use AutoCAD Software.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to maintain effective working relationships with contractors, department employees, city/county employees, and the public.
