Job Description
JOB TITLE: Highway Superintendent Part-Time
PURPOSE OF POSITION: Responsible for the overall planning, direction, coordination, and control of Hughes County Highway Department, including the effective, safe, and efficient construction, maintenance and engineering of all county primary and secondary roads and related services and structures, achieving the best quality of workmanship, and procuring materials at the most reasonable cost which will meet the needs of county taxpayers.
Experience Required:
10 years' experience of increasing responsibility in highway construction and managing of construction or government operations. An equivalent of education and experience will be considered.
License Requirements:
Requires a valid driver's license and proof of personal automobile insurance and must maintain eligibility to drive as per the County's Vehicle policy.
Valid SD Commercial Driver's License (CDL).
Other Requirements:
Knowledge of highway design, construction, maintenance and land surveying.
Knowledge of SDCL Chapter 31 requirements relating to designated responsibilities.
Knowledge of management and budgetary practices.
Knowledge and understanding of County policies and procedures pertaining to highway maintenance, repair, and rehabilitation.
Knowledge and understanding of occupational hazards and safety precautions related to road construction.
Ability to perform mathematics sufficient to calculate cost estimates, quantities, and time.
Personnel practices sufficient to supervise highway maintenance staff and seasonal employees.
Ability to perform manual labor, withstand variable weather conditions, and work extended hours if needed.
Operate all equipment including; motor grader, front-end loader, tandem dump trucks, distributor and sealant kettles, snow plows, reversible V-plows and one-way plows and steel face and rubber tire rollers.
Maintain records and prepare reports.
Evaluate and make recommendations on new maintenance materials, technologies, and procedures.
JOB REQUIREMENTS:
Oversight of supervision of all employees within department.
Manage workflow of employees
Delegate tasks to foremen.
Ensure deadlines and performance standards are met.
Interviewing and hiring of new employees.
Setting goals for employees and overseeing compliance of County policies.
Complete annual performance reviews of employees with assistance from foremen.
Handle disciplinary situations with assistance from County Manager.
Plans, directs, coordinates, and controls, directly or indirectly, all engineering, maintenance, and construction work performed on the county toads.
Coordinates county road construction activities with other public or private agencies to maintain maximum cooperation.
Provides for professional engineering, designing, testing, and approval functions on all county road work.
Coordinates with the State of SD Department of Transportation on state transportation programs and plans in the County and follow relevant rules and regulations.
Coordinate with township governing boards and perform the statutorily required administrative functions of South Dakota Statutes in relation to township requirements.
Responsible for the development of both short and long-range plans for construction projects, under administrative direction of the county commission; and keeps the board informed on all matters relating to present, proposed and necessary work on secondary roads or road structures.
Responsible for all Highway Department personnel .
Delegates responsibility for work performed to the highway department foremen.
Responsible for the creation and implementation of a Highway Department budget, both short term and long term, in conjunction with the Finance Officer, County Manager and County Commission.
Responsible for the creation, development. and maintenance of effective and positive public relations within the community, county and the state; serves as a direct representative of the county board of commissioners on matters relating to assigned scope of responsibility.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Works in all weather conditions; in high-volume, high-speed traffic; around heavy equipment.
Frequent heavy lifting and hard manual labor.
Exposure to hazardous materials such as dust and noise.
Frequently around hazardous chemicals, hot material, and petroleum products; above ground and water; and near utility lines.
May require working overtime, weekends, nights, holidays, and emergency call-back.
Environmental-Frequent exposure to dirt, dust, smoke, fumes, odors, and varied weather conditions.
