This position is responsible for oversight of all university construction projects. This position administers contract construction projects and in-house construction and renovations. Primary duties include preparing contract documents and specifications for various types of construction and renovation projects; preparing cost estimates; soliciting bids from contractors; monitoring construction activity and progress; coordinating construction activities with university departments, local utilities, and governmental agencies; and preparing/justifying work programs/budgets. Additional duties include assisting in preparing comprehensive capital maintenance and capital outlay projects for each fiscal year and subsequent two years for submittal based on program goals.

- Provide oversight of the full slate of current and future projects;
- Effectively manage assigned construction projects to achieve university goals while ensuring compliance with state, federal, and local codes, university design standards, and other identified requirements;
- Act to achieve maximum progress and maximum value;
- Assist in selection of architects, engineers, and other consultants;
- Verify project intent and goals;
- Assist in the development of project budgets;
- Prepare and administer RFQs and RFPs;
- Assist in establishing scope of work;
- Coordinate and manage required design review and code compliance processes;
- Expedite and facilitate timely decision making and ensures review comments and design standards are incorporated;
- Procure required design support services;
- Engage services of geotechnical engineers, site surveyors, code review consultants, archaeology consultants, owner's representative design review services, industrial hygienists, environmental, sustainability, etc.;
- Assist to establish project schedules, the preparation of legal notices and advertisements, and conduct pre-bid meetings;
- Review, coordinate, and incorporate all addenda into project documents;
- Negotiate, prepare, and execute contract documents;
- Effectively manage project budgets;
- Act to ensure project goals are accomplished within available resources;
- Establish, incorporate, and administer construction inspection and quality assurance program for all projects;
- Ensure compliance with building and accessibility codes;
- Maintain required documentation of inspection work;
- Act as the primary liaison between university staff, designers, contractors, sub-contractors, city, county, and various state agencies to facilitate the design and construction process and coordinate and communicate effectively to all parties involved;
- Conduct construction meetings to serve the interests of the University;
- Ensure minutes are accurately reflected and distributed in a timely manner;
- Negotiate contract amendments, supplements, and change orders;
- Identify, negotiate, and implement cost-effective and equitable resolutions to conflicts that arise during the construction process;
- Act to protect the interests of the University;
- Administer project close-out requirements;
- Obtain and review all as-built documents, operations, and maintenance manuals, and electronic drawings, and incorporate into the departmental drawing archives;
- Organize and maintain project files and archives;
- Develop and implement construction management policies and procedures;
- Develop and maintain detailed and accurate facility management and construction cost data;
- Prepare detailed status reports and analyses for review and use by the administration, including detailed cost information and project tracking reports;
- Assist with the development, administration, and implementation of the asbestos awareness safety program;
- Effectively manage contracted asbestos survey work and abatement projects;
- Perform all other duties as assigned.

- Bachelors degree in engineering (preferably mechanical), architecture, building science, or a closely related field is required;
- Ten years of supervisory/management experience in the construction, equipment, maintenance, and repair, A and E, or a related area is required;
- CAD and/or BIM experience is preferred;
- Skilled in use of Microsoft Office, Adobe, Procore, and other related software is preferred.

- Ability to plan, organize, coordinate, direct, and control all aspects of construction activities;
- Ability to work with management systems and a diverse array of skilled/unskilled, professional, administrative, and industry personnel;
- Solid working knowledge of construction processes, administration, plant management, reporting, budgeting, control, and planning;
- Knowledge of terms, nature of related trades, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, local, state, and federal building codes, and related matters in higher education;
- Ability to understand and follow verbal and written instructions and to express ideas effectively, both verbally and in writing;
- Desire to seek continued training for self and all departmental personnel;
- Willingness and ability to be accessible and available in time and presence to ensure proper management and operation of departmental activities;
- Ability to interact effectively with an increasingly diverse array of students, faculty, staff, administrators, parents, vendors, contractors, and the general public.
