The City of Durhams Department of Water Management (DWM) wants YOU to join our team of more than 380 talented and dedicated employees that provide critical water and sewer services for the residents and businesses of Durham. DWM owns and operates two surface water treatment plants, two large high hazard dams, two water reclamation facilities, approximately 1,300 miles of water mains, six water storage tanks, and a collection system with 1,200 miles of gravity mains, 33,000 manholes, and 65 lift stations. The Utility Engineering Division is made up of a highly engaged team of professionals that manage capital projects aimed at improving, expanding, and maintaining these critical assets.

We are seeking a self-motivated construction project administrator to assist in this effort. The selected candidate will act as an owner representative serving as a project manager for improvements and rehabilitation of DWMs treatment plants and dams. Based on the background, experience, and interests of the selected candidate, projects assignments may also involve sewer collection and/or water distribution projects. With a five-year capital budget of over 1.9 billion dollars, the successful candidate will have the opportunity to be part of a wide variety of important projects.

  • Prepares requests for proposals, negotiates contracts, conducts bid openings, leads project meetings, and prepares agenda items for City Council.
  • Performs quality assurance and project monitoring duties; inspects projects onsite; tracks schedules and project performance; identifies and manages risks and other project issues; approves materials; communicates unresolved issues to supervisor.
  • Reviews project documents and construction activities to identify and manage constructability issues.
  • Coordinates with consultants, contractors, and plant operations staff to develop and implement procedures for maintenance of plant operations during construction.
  • Develops and tracks project budgets, monitors expenditures, reviews and approves payment requests and change orders, and resolves discrepancies.
  • Prepares and/or reviews project plans, specifications, manuals, progress reports, contracts, and bid documents. Ensures that projects comply with contract specifications and applicable law or policies.
  • Collaborates with engineering consultants, general and specialty trades contractors, Plant Engineering and Maintenance staff, Plant Operations staff, City Attorney Office staff, Finance Department, other City Departments and external agencies, as necessary.
  • Bachelors degree or equivalent in engineering, building construction, construction management, architecture, design or a related field
  • Five years of construction project management experience in the water/wastewater industry or a closely related field.
  • A valid North Carolina Class C Drivers License with a satisfactory driving record; if out-of-state, must obtain a NC license within 60 days of hire.
  • Three or more years of construction project management experience in the water/wastewater industry, or managing municipal or other public capital improvement projects
  • Knowledge of methods used in design and operation of water and/or wastewater treatment plants
  • Excellent written and oral communication skills
  • Project Management or Construction Project Management certification
