ABOUT SGVCOG
The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1, and 5, and three San Gabriel Municipal Water Districts. This position will work with the Capital Projects department supporting project management.
The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commute costs.
THE POSITION
The SGVCOG is seeking to fill two full-time position Assistant Project Manager in Capital Projects.
Duties may include, but are not limited to, the following:
- Manage Capital Projects Oversee construction projects from planning through completion, including budget, schedules, milestones, compliance, and quality assurance.
- Technical Oversight Support areas such as environmental clearance, design, construction management, right-of-way acquisition, and utility relocation.
- Documentation & Compliance Review project documentation, change orders, consultant invoices, and ensure compliance with state and federal requirements.
- Coordination & Stakeholder Engagement Collaborate with utilities, local jurisdictions, contractors, and funding agencies (e.g., Caltrans, LA Metro) to meet project goals.
- Contract & Procurement Support Assist in contractor selection, bid reviews, scope development, and negotiations.
- Safety & Inspections Monitor project safety plans, conduct site checks, and support emergency response efforts.
- Right-of-Way & Community Impact Assist with property acquisition, utility relocation, and minimize construction impact on businesses and residents.
- Construction Oversight Supervise inspections, interpret plans, resolve construction issues, and review as-built plans for compliance.
- Infrastructure Planning Support master planning efforts for water, sewer, and storm drain systems.
- Regulatory & Policy Compliance Ensure private projects meet local ordinances, standards, and engineering best practices.
- Budgeting & Scheduling Develop project schedules, budget estimates, and prioritize capital improvement projects.
- Engineering Standards Contribute to the development of construction and design standards.
KNOWLEDGE OF:
- Standard engineering practices for public works, utilities, and construction projects.
- Design, construction, operations, maintenance, and safety for large-scale infrastructure projects.
- Project Oversight; Scheduling, cost control, record keeping, and dispute resolution.
- Familiarity with Caltrans Local Assistance Procedures Manual, Standard Plans & Specifications, and applicable laws governing public infrastructure.
- Managing construction and professional service contracts for public agencies.
- Safety & Compliance; Ensuring operational safety, accident prevention, and emergency response protocols.
- Effective business communication principles for reporting, coordination, and stakeholder engagement.
- Modern office practices, procedures and safety standards.
ABILITY TO:
- Learn and apply civil engineering principles to design and construction challenges.
- Develop, review, and modify engineering plans, designs, and specifications.
- Assist with cost estimates, maintain records, and prepare reports.
- Exercise judgment, flexibility, and creativity in response to changing project needs.
- Clearly convey ideas, gain cooperation, and present proposals persuasively.
- Work effectively with internal teams, member agencies, funding agencies, and contractors.
- Interpret and apply laws, codes, and ordinances.
- Represent SGVCOG in interactions with government agencies, utilities, and the public.
- Operate computers, engineering software, and databases relevant to project management.
EDUCATION & EXPERIENCE
- Graduation from an accredited four-year college or university with a bachelors degree in civil engineering, construction management or a related field.
- At least two-three years of progressively responsible experience in technical civil engineering, preferably including land development and/or public works construction, project management, report writing, project administration, and other functions.
- Possession of an Engineer-in-Training License issued by the State of California is highly desired.
- Experience in civil design/construction, railroad construction and traffic signalization are desired.
LICENSES
A valid California Class C drivers license and the ability to maintain insurability under the agencys vehicle insurance program.
