Qualifications:
1. Missouri Superintendent's Certification from the Missouri Department of Elementary and Secondary Education.
2. A Specialist Degree or higher from an accredited college or university, with a strong major in educational administration and supervision.
3. At least three (3) years' successful administrative or supervisory experience in an MSIP accredited school.
4. Such alternatives to the above qualifications as the Board may and appropriate and acceptable.
Duties and Responsibilities:
The Assistant Superintendent of Finance and Operations will be responsible for accomplishing the following:
- Develops a comprehensive annual budget document that displays proposed expenditures in a way that is understandable and easy to read, consistent with the districts strategic plan and state and federal mandates.
- Ensures that district resources are allocated in alignment with district and school strategic and improvement plan objectives.
- Provides the Superintendent with data and recommendations for budget-related issues and long-range financial forecasting.
- Ensures strict adherence to all federal, state, and district policies and regulations regarding school finance, operations, and personnel.
- Serves as the districts liaison to relevant county and city officials, communicates with the County Assessor, Collector, and Clerk in regard to setting the yearly tax rate, assess valuation predictions, and tax collection rates; and establishes positive professional relationships with county and city officials.
- Provides for staff development programs for personnel in the areas of finance, budget preparation, building maintenance, custodial and nutrition services.
- Collaborates with principals and other administrators in the creation and adherence to their prospective budgets and the overall financial operation of the district.
- Plans and facilitates the development of financial procedures that will assure a high degree of fiscal responsibility among principals and directors.
- Attends all regular and special board of education meetings as directed by the Superintendent.
- Maintains data systems and performs analyses as needed for projecting needs such as enrollment, assessed evaluation projections, historical financial data, and as required for special projections.
- Supervises and controls the expenditure of budget appropriations and the collections of revenues.
- Provides monthly budget reports to the Superintendent and Board of Education.
- Coordinates and prepares for the districts annual audit and any special audits that are requested.
- Identifies potential cost-saving measures within the financial and operational aspects of the district.
- Oversees and prepares all financial reporting required by state and federal agencies.
- Supervises, trains and evaluates all members of the financial office, facilities department, shipping and receiving department, and nutrition services department.
- Coordinates the purchasing and procurement of all materials and services in the district and ensures compliance with local, state, and federal guidelines.
- Supervise the approval of all purchase orders, in terms of internal accounting controls and propriety.
- Reviews all bids related to school district activities, supplies and construction projects.
- Reviews and makes recommendations on all contracts entered into by the school district.
- Supervises all payroll and accounts payable expenditures.
- Assists the Superintendent in long-range planning for the effective utilization of buildings and of building space.
- Facilitate communication among City and School officials by effectively working with the city departments in long-range planning and the capital improvement plan.
- Collaborates with the Director of Facilities to assess facilities needs and maintenance procedures.
- Conducts regular inspections of the schools and ensures compliance with all health and safety regulations in all areas of operations.
Salary Range: $100,000 - $150,000
