Equipment Operator II-Streets & Drainage

Under the general guidance and leadership of the Director of Public Works, the Equipment Operator II is responsible for the operation of heavy, mid-size and small construction and earth moving equipment, accuracy and field knowledge to ensure safety and efficiency. This position requires skill with working in and around fenced areas, alleys, roadways and other areas with limited clearance and requiring caution and navigation abilities at the highest of level. Duties include the performance of manual labor tasks in addition to the operations or equipment.

This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).

ESSENTIAL DUTIES

  • Operates equipment and/or machines including front-end loader, bucket truck, lift truck, small transport trucks, large and small dump trucks, power broom/sweeper, backhoe, grader, various size trucks, etc.
  • Operates smaller equipment including those common in the landscaping industry.
  • Perform manual labor task including shoveling, raking, carrying, pushing, pulling and lifting.
  • Performs routine maintenance including checking fluid levels, tire pressure and other ongoing maintenance of equipment.
  • Fills holes, repairs road shoulders, does ditching and drainage construction with grader, backhoe, excavator, loaders etc.
  • Performs daily safety inspections of assigned equipment prior to and after use.
  • Operates hydraulically operated excavation equipment such as Gradall, excavator and other types of equipment.
  • Operates rubber tire and track based loader, backhoe, front end loader, dozers, excavators, link belt, etc equipment..
  • Works in trenches or excavations often with water in excavation.
  • Directs and flags traffic including performance of Maintenance of Traffic duties (MOT).
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the effective and safe operation of small, medium and moderately heavy equipment.
  • Knowledge of the hazards involved in the use of equipment and of the safety precautions to be taken.
  • Ability to understand and carry out general instructions both oral and written relating to construction and maintenance operations.
  • Ability to understand and follow oral and written instructions.
  • Skill in the operation of heavy construction equipment, small equipment, power and non-powered tools.
  • Physical strength and agility sufficient to do strenuous tasks under varying weather conditions.
  • Knowledge of how to set up work zones and safe operation around traffic and pedestrians/ public.
  • Ability to establish grades with surveying equipment or instruments.
  • Knowledge of Maintenance of Traffic (MOT) and work zone safety.
  • Ability to develop and maintain cooperative, courteous, team focused and effective working relationships with other departments, fellow team members, vendors, contractors and the general public.
  • General knowledge of the methods, practices and techniques used in the work assigned.
  • Ability to work under adverse conditions, (heat, cold, inclement weather) and be able to perform manual type labor (digging, heavy lifting, etc.).
  • Ability and willingness to work at heights well above ground level from / out of various types of equipment.
  • Ability and desire to comply with all City safety policies and programs in the performance of their work to include, but not limited to, vehicles, equipment, tools and facilities.
  • Graduation from high school or possession of an acceptable equivalency diploma.
  • Three (3) years experience in the operation and routine maintenance heavy, medium and light duty construction vehicles, tools, and equipment of primary assignment.
  • Ability to obtain CDL Class B License w/ air brakes endorsement within one (1) year.

A comparable amount of training or experience may be substituted for the minimum qualifications.
