JOB SUMMARY

The position involves performing routine semi-skilled and technical construction inspection work for sewer, street, landscaping and other development projects and programs. Assures compliance with Federal, State and local codes and standards and contractual provisions.

ESSENTIAL JOB FUNCTIONS

• Reviews approved development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
• Assists with review of sanitary sewer, water, and storm drainage designs.
• Inspects and approves all phases of private construction and improvement work to assure that the appropriate construction is completed in compliance with the plans, standards, specifications, special requirements, codes and regulations.
• Issues correction notices or approvals as required.
• Inspects and approves construction and installation of streets, curbs, gutters, sidewalks, storm drains, driveways, and related utilities and structures as assigned.
• Inspects construction work under excavation, clearing and grading permits.
• Coordinates activities and schedules with utility companies, contractors, property owners and other County departments.
• Resolves conflicts within scope of authority.
• Maintains regular contact with consulting engineers, construction project engineers, Federal, State and County Agencies.
• Assures as-built records of projects, and documents necessary plan changes.
• Coordinates escrow inspections with the Project Manager to ensure that improvements are timely installed, and agreements are properly renewed or released.
• Provides information and responds to inquiries from contractors, property owners, staff, and the general public regarding assigned projects.
• Maintains a variety of logs and records related to employees, work assignments and inspection activities.
• Performs work in accordance with safety policies and procedures.
• Assists in the training of other County personnel in design and construction techniques.
• Acts as a liaison between the Private Contractor and the Engineer of the project and/or Residents affected.
• Compiles information and prepares construction reports as required.
• Reviews field staking and makes revisions within scope of authority.
• Performs work at assigned location during specified business hours.
• Performs related additional duties as required and assigned.

Position Construction Inspector Position Requirements

QUALIFICATIONS

Education and Experience:

• High School Diploma or equivalent;
• Two (2) years of related technical or college training in construction, engineering technology, civil engineering or a closely related field is preferred;
• Two (2) years of closely related experience;
• Or equivalent combination of education and experience.

Licenses or Certifications:

• Must possess a valid State Class E Driver's License.

Special Requirements:

• Some situations may require early morning or late evening hours.

Knowledge, Skills and Abilities:

• Knowledge of civil engineering principles, practices and methods applicable to a municipal setting.
• Knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control.
• Knowledge of inspection methods.
• Skill in reading and interpreting construction drawings, plans and specifications.
• Ability to prepare, organize and maintain inspection field and office data, reports and systems.
• Ability to perform required mathematical computations.
• Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, County officials and the general public.
• Ability to use personal computer, including work processing, spreadsheet, and data base, motor vehicle, phone, radio, fax and copy machine.
• Ability to work outdoor in the inspection of various land use developments and construction sites.

PHYSICAL DEMANDS

The work is medium and requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.

WORK ENVIRONMENT

Some work is performed indoors in an office environment with low to moderate noise level; the majority of work is performed outdoors in temperatures below 20 degrees Fahrenheit and above 100 degrees Fahrenheit and humid conditions. The employee will occasionally come in contact with wet surfaces or substances with exposure to uneven/slippery surfaces; direct sunlight exposure and rough undeveloped terrain conditions at various proposed or ongoing developments the possibility of bodily injury when working on ladders, confined spaces or cramped body positions, working near large moving equipment, in darkness or dim light or being burned. Work is often performed near loud annoying noise, exposure to insects, near electrical hazards with exposure to noxious air, odor, smoke, toxic substances, asbestos, or free silica, and dust. Work involves interaction with other employees and the general public and work pace is self-determined.
