Civil Engineer II - Highway Department
Salary: $82,461.50 - $90,738.54 annually
Schedule: Monday - Friday, 7:30 AM - 4:00 PM (40 hours/week)
Location: Bloomington, IL

The McLean County Highway Department is seeking a Civil Engineer II to lead critical infrastructure projects, ensuring the safety and efficiency of our roads, bridges, and drainage systems. What You'll Do:
- Serve as Resident or Design Engineer for highway, bridge, and drainage construction and maintenance projects.
- Oversee site surveys, right-of-way assessments, design plans, cost estimates, bid documents, contractor coordination, and inspections.
- Ensure projects comply with Illinois Department of Transportation (IDOT) standards, county policies, and professional engineering practices.
- Conduct inspections of roads, bridges, and drainage facilities, identifying repair needs and ensuring material quality.
- Prepare and analyze technical reports, cost estimates, and project documentation.
- Manage timelines, budgets, and deliverables while coordinating with surveyors, environmental engineers, and contractors.
- Provide technical guidance to construction teams and other professionals involved in infrastructure projects.
What We're Looking For:
Education & Experience: Bachelor's Degree in Civil Engineering and at least four (4) years of experience in highway construction and design (or an equivalent combination of education and experience).
Skills & Abilities:
- Strong understanding of civil engineering principles related to transportation infrastructure.
- Experience with federal and state-funded project documentation (CMMS).
- Knowledge of drainage analysis methods for culvert design.
- Familiarity with ADA regulations and sidewalk facility design.
- Proficiency in surveying, computerized drafting, and engineering software.
- Ability to read and interpret construction plans, specifications, and blueprints.
- Strong project management, problem-solving, and communication skills.
- Ability to work outdoors in varied weather conditions and rough terrain.
Preferred Certifications & Licenses:
Valid State of Illinois Driver's License (or ability to obtain within 15 days of employment).
E.I.T. Certification or Active Illinois Professional Engineer (P.E.) License (or ability to obtain within 6-12 months).
IDOT Documentation of Contract Quantities certificate.

Besides these roads, McLean County has 89 bridges and the Townships have 247 bridges over 20 feet in length that the department inspects biannually. The department supervises the design and replacement of 1-2 bridges each year. We also design and construct joint township and village culvert projects.
The department also provides engineering services and administers the 30 Townships' Motor Fuel Tax and Township Bridge Program funds.
