Civil Engineer III - Highway Department

Salary: $88,233.89 - $97,090.24 annually

Schedule: Monday - Friday, 7:30 AM - 4:00 PM (40 hours/week)

Location: Bloomington, IL

Are you an experienced civil engineer ready to lead impactful infrastructure projects? The McLean County Highway Department seeks a Civil Engineer III to oversee road, bridge, and drainage projects that keep our community moving.

What You'll Do:

  • Manage highway, bridge, and drainage projects from design to completion.
  • Conduct surveys, right-of-way assessments, and cost estimates.
  • Ensure projects meet IDOT standards and county policies.
  • Oversee contractor work, inspections, and approvals.
  • Prepare grant applications and support land development reviews.
  • Mentor engineers and collaborate with project stakeholders.

What We're Looking For:

Education & Experience: Bachelor's in Civil Engineering and 10+ years in highway construction/design.

Skills:

  • Strong knowledge of civil engineering, project management, and compliance.
  • Experience with federal/state funding, drainage analysis, and ADA regulations.
  • Proficiency in surveying, drafting, and engineering software.
  • Ability to work outdoors in varied weather and terrain.

Preferred Certifications:

  • Illinois P.E. License (or ability to obtain in 6-12 months).
  • IDOT Documentation of Contract Quantities Certificate.
  • FHWA Safety Inspection of In-Service Bridges Certification.
  • Valid Illinois Driver's License (within 15 days of employment).

Besides these roads, McLean County has 89 bridges and the Townships have 247 bridges over 20 feet in length that the department inspects biannually. The department supervises the design and replacement of 1-2 bridges each year. We also design and construct joint township and village culvert projects.

The department also provides engineering services and administers the 30 Townships' Motor Fuel Tax and Township Bridge Program funds.
