CONSTRUCTION PROJECT MANAGER
FT/REGULAR
EXEMPT - LEVEL 12
SALARY: $29.44
DUTIES:
Project Management and Technical Support Services
* Plan, coordinate, and oversee construction and professional service contracts to ensure projects are completed on time and within budget.
* Implement best practices in project management and construction oversight to improve efficiency and effectiveness.
* Collaborate with engineers, architects, contractors, and other stakeholders to establish project requirements, scope, and deliverables.
* Select subcontractors, assign responsibilities, and oversee their work to ensure compliance with contract specifications.
* Ensuring that the construction project complies with all safety and building regulations.
* Develop and manage project budgets, tracking expenditures, and ensuring financial accountability.
* Identify and collect data for proposed capital improvement and land development projects.
* Provide technical assistance to tribal programs.
* Prepare project narratives and budgetary cost estimates for proposed infrastructure and construction projects.
* Monitor and report on project progress, including budget status, schedules, and potential risks.
* Interpret and communicate contract requirements and technical information to project team members.
* Review proposed construction plans and specifications to ensure the design meets building codes and contract specifications.
* Provide construction management support services, including reviewing change orders, material submittals, and contractor recommendations to ensure all recommendations are within the project's specifications.
* Assist in developing the Program's internal design review process, construction guidelines and standards.
* Prepare and conduct environmental reviews to ensure compliance with NEPA and other regulatory requirements.
Project Planning and Risk Management
* Define project goals, milestones, and key deliverables to ensure timely execution.
* Identify potential project risks and implement mitigation strategies.
* Conduct regular project meetings to track progress, address issues, and ensure alignment with objectives.
* Communicate project status updates to stakeholders, ensuring transparency and accountability.
Permit Acquisition and Regulatory Compliance
* Prepare and submit permit applications for Tribal, State, and Federal projects, including Right-Of-Way Permits, road crossing permits, flood plain permits, etc.
Prepare technical designs and illustrations using AutoCAD and GIS programs for various projects and other applications within the Division of Public Works.
* Create preliminary site layout drawings and technical illustrations for proposed infrastructure projects.
* Develop figures and diagrams for reports and presentations.
Performs other duties as assigned.
* Attends all project meetings.
* Attends training and workshops to enhance knowledge of construction processes and project management methodologies, and emerging industry trends.
* Support additional administrative and technical functions as needed.

MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic engineering principles and practices and the ability to apply them to the solutions of specific engineering problems and/or sources of engineering information. Knowledge and ability to interpret federal and state environmental laws, regulations, and regulatory processes. Ability to communicate effectively orally and in writing. Ability to deal tactfully and effectively with clients, employees, and the public. Must be able to multitask to meet multiple deadlines. Ability to prepare reports encompassing raw technical data and prepare effective cost estimates and recommendations. Ability to interpret contract plans and specifications and resolve construction problems. Ability to utilize technology to attain solutions for project management problems.
