Job purpose:
In keeping a tradition of excellence, the purpose of this position is to provide leadership in developing and maintaining the best possible educational programs and services. Further, the purpose of this position is to inspire, lead, guide and direct members of the administrative, instructional, and support services teams in setting and achieving the highest standards of excellence, so that each individual student in our district may be provided with a complete, valuable, meaningful and personally rewarding education.
Duties and responsibilities:
Provide leadership in order to meet, with high expectations, district and school goals set in the districts short-term and long-term strategic plans
Provide a quality control element for local schools/departments as they develop their annual strategic plan as an effort toward overall school and district improvement and by conducting look-fors at each school/department assigned
Analyze and monitor data and use it to drive continuous improvement
Be accountability driven
Keep current with educational trends, literature, and developments in the field of education from international, national, state, and local perspectives
Keep superintendent completely and continuously informed
Evaluate principals and/or directors annually
Possess a high degree of conflict management skill and ability to utilize effective problem solving strategies.
Deal sensitively and fairly with persons from diverse cultural backgrounds
Update district policies in all areas as warranted and communicate changes to district personnel
Participate in and supervise the planning, scheduling, coordination and implementation of district professional development, convocations, academic competitions, contests, etc.
Oversee preparation and dissemination of the district student handbooks, professional development manual, and strategic plan annually
Attend professional development and training sessions as needed to remain current in all areas of assigned responsibility
Demonstrate behavior that is professional, ethical, responsible, and serve as a role model for all district staff
Maintain and accept responsibility for any district owned fixed asset item assigned to employee and ensure appropriate use by following district policies for acceptable use
Undergo periodic evaluations according to state and board policy procedures
Maintain confidentiality
Regular, dependable, in person, and punctual attendance is an essential function of this position
Read, understand, and abide by Employee Conduct Policy, GAB, all other district policies, and applicable procedures and protocols as established by RCSD, and Mississippi Educator Code of Conduct, and state and federal laws pertaining to the field of education

CURRICULUM (as assigned)
Monitor construction and implementation of current curriculum structures at all grade levels
Communicate to principals, superintendent and appropriate district personnel current information regarding elementary and secondary curriculum changes, inclusive of graduation requirements and any needed course additions/ deletions
Insure that all all programs, including extended school and summer school, are in compliance with accreditation standards
Coordinate the textbook adoption process
Monitor the budget for assigned departments

INSTRUCTION (as assigned)
Prepare recommendations to the superintendent relative to all instructional program needs, inclusive of staffing, salaries, textbooks, instructional programs, summer/ extended school, pilot programs, etc.
Insure that Education Enhancement Funds are allocated equitably and spent according to established guidelines
Initiate efforts to improve instruction by guiding district personnel to utilize research to select appropriate programs to target student needs
Oversee administration of instructional support programs, inclusive of the gifted program, teacher assistants, kindergarten, curriculum specialists, mentoring programs, tutorial services, workforce development to include CTE, special education, ACT, dual credit, advanced placement, technology programs, peer coaching programs, MDE and other grant implementation, as well as Federal Programs
Monitor the budget for assigned departments

ASSESSMENT (as assigned)
Analyze promotion and retention rates by grade and teacher at each school, making recommendations to the superintendent regarding modifications needed
Monitor the district assessment programs that are aligned with state accreditation requirements, ensuring that the district meets all guidelines for administration of tests, test security, special education exclusions/ accommodations, training and checking in/ checking out materials
Evaluate the effectiveness of the district curriculum and instructional program based on test scores received on grade level and subject area tests administered to students, making modifications in district programs and procedures as deemed warranted based on the study
Supervise the district assessment and guidance/counseling programs at all grade levels
Monitor the budget for assigned departments

DISTRICT SERVICES (as assigned)
Athletics
Assist in the control, supervision, and evaluation of extra-curricular activities
Work in conjunction with the Principals and Athletic Directors for program planning and coordination ?
Ensure supervision for crowd control and safety compliance at all school events
Ensure all aspects of extracurricular programs comply with the guidelines, rules and policies that have been established by RCSD and MHSAA
Oversee the promulgation of information about program opportunities and tryouts to recruit all eligible student candidates for participation
Provide documentation to the AD to fulfill state, section, conference, league and school requirements concerning physical examinations, parental consent, health interviews, athletic eligibility and academic and /or sports recognitions of student athletes
Oversee proper safeguards for the maintenance and protection of ball fields, gyms, athletic facilities, as well as assigned equipment and supplies
Ensure that programs and supplement assignments are appropriately assigned and funds are managed prudently
Perform such other and not specifically enumerated duties as assigned
Support Services
Develop or implement monitoring systems utilized by assigned departments, such as Technology, Special Education, Student Support Services, or Child Nutrition, to ensure full compliance with related duties
Have working knowledge for oversight of School Nutrition Programs with United States Department of Agriculture, Mississippi State Department of Education, local health & safety regulations, and district policy
Oversee assessment processes for measuring the utilization and effectiveness of technology, procedures, and programs used by departments to support continuous improvement
Oversee practices which lead to effective education and services for student with special needs, in compliance with federal and state regulations and district policy
Supervise the assessment and annual review process for students with special needs
Monitor the budget for assigned departments

Facility, Daily Operations, Safety and Security
Facilitate the maintenance of district vehicles and general transportation department management of personnel and resources
Approve arrangement of transportation needs for daily transportation and all school related activities in accordance with policy
Supervision buildings and maintenance assignments and accomplishments
Supervise construction project administrators, working with all stakeholders involved in building projects, and monitor all active projects for fiscal responsibility and quality of work product
Supervise all insurance and risk management matters
Monitor the budget for assigned departments
Authorize purchase orders, contracts, bids for ensuring vendor compliance with regulatory requirements and established guidelines.
Collaborate with a wide variety of stakeholders (e.g. other administrators, vendors, public agencies, community members, etc.) for implementing and maintaining services and programs.
Compile data from a wide variety of sources (e.g. request proposals, bids, invoices purchase orders, etc.) for analyzing issues, ensuring compliance with a variety of policies, procedures and monitoring program components
Coordinate a variety of activities and functions (e.g. pre-bid conferences, vendor presentations, informational meetings, etc) for ensuring best practices in procurement.
Evaluate a variety of activities and related instruments (e.g. requisitions, change orders, bid process, etc.) from ensuring the department and District protocols are in place and are followed.
Monitor a variety of fiscal activities ( e.g. budget allocations, expenditures, fund balances, etc.) for ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and fiscal practices are followed.
Perform personnel functions (e.g. interviewing, evaluating, supervising, etc.) for maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
Provide contract oversight and administration of a variety of contract support functions for ensuring timely execution of contract renewals and exercising of options.
Reviews facility conditions, establishes goals and standards, assists in the assessment of facility care, and develops corrective action for continuous improvement in the school.
Works to help coordinate effectively the activities of all programs with building administration, athletics, student activities, and rental groups.
Systematically devises programs to deal with emergencies, informs administration of such emergencies and recommends corrective action to be implemented.
Coordinate the use of contractors when departmental personnel are unable to perform certain duties including cost estimating, data gathering, purchasing services, and providing site supervision.
SAFETY and SECURITY (as assigned)
Supervises districts safety programs and procedures, including safety administrators coordination with local law enforcement, SROs, and related responsibilities to ensure compliance with emergency drills and trainings of staff for local, Mississippi, federal and RCSD policy safety regulations
Monitor safety and security audits, reviews and inspections for ensuring compliance with all regulations and policies.
Respond to a wide variety of crisis situations, acting as liaison between the site and district leadership for investigating, defusing and/or recommending remedial actions.
Assist building administrators in maintaining a safe school environment, including such aspects as fire alarms, security alarms, video cameras, securing buildings etc.
Implement safety and security services (e.g. training sessions, disaster preparedness, drill, etc) for reducing the incidence of accidents and meeting mandated requirements and established guidelines.
Manage a wide variety of program components (e.g. hazardous material disposal, fire safety inspections, etc.) for ensuring district compliance with established
guidelines.
HUMAN RESOURCES (as assigned)
Administers a comprehensive human resources program for the purpose of maintaining a well-qualified and diverse employee workforce with adequate staffing
Leads the recruitment and hiring of a workforce at all levels of the organization including certified and classified employees, develops recruitment materials, visits college campuses, arranges for and attends career fairs, co-chairs the minority recruitment committee, trains administrators in recruitment techniques, and plans other recruitment functions
Designs and directs the hiring process for all certificated and/or classified district employees, in cooperation with the administrators/supervisors for the purpose of assuring consistency in the district and ensuring compliance with state and federal law and contractual provisions (i.e. Highly Qualified, endorsement, certification requirements)
Develops/revises district policies and procedures for human resources for the school boards consideration, for the purpose of assuring consistency in the district, and compliance with laws and regulations
Administers a wide variety of personnel policies and programs (e.g. orientation, contracts, compensation schedules, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements
Administers provisions of the State Education Code as they apply to personnel and leave policies
Directs certification processes (e.g. notice to employees with certification changes/expiration dates/compliance) for the purpose of ensuring certificated staff are properly certified per state and federal regulations
Directs employee background and fingerprint process for the purpose of ensuring the district is in compliance with applicable state regulation
Directs employee insurance programs (e.g. medical, dental, vision, voluntary short/long term disability, cancer, etc.) for the purpose of ensuring open enrollment and COBRA conversions are processed in a timely and accurate manner
Manages employee health/accommodation requests for the purpose of ensuring a healthy workforce
Manages multiple Human Resources database systems for the purpose of ensuring systems are functioning, providing accurate/timely information, and performing the intended service
Monitors the human resources department financial activity for the purpose of ensuring that allocations are accurate, expenses are within budget, and/or fiscal practices are followed
Prepares a wide variety of written materials (e.g. reports, memos, letters, policies, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information or data analysis
Supervises personnel record keeping procedures so that personnel processes are in compliance with District, state, and federal requirements
Collaborates with the Curriculum department for the purpose of ensuring newly hired educators receive the support and orientation to District culture, curriculum, practices, and policies
Production of employee handbooks, newsletters, mailings for the purpose of ensuring accurate, timely communication on personnel related topics, continuing education opportunities, etc. on an on-going basis
Coordinates and analyzes employee exit interviews and data and uses the information to make modifications to increase employee retention
Consults with legal counsel as appropriate, or as directed by the Superintendent, on personnel matters
Acts as a liaison with the substitute teacher provider for the purpose of ensuring adequate teachers are available on a daily basis
Develops and implements goal areas as defined by the District Strategic Plan
Provides leadership and training in developing staff evaluation procedures
Monitors human resource activities of administrators and managers for the purpose of assuring compliance with the districts human resources policies and procedures, laws, and regulations
Provides training to District administration for the purpose of ensuring that personnel policies and procedures are understood and implemented fairly and appropriately
Collaborates with the Superintendent and district leadership to ensure best practices in Human Resources leadership operations and management
Supervises the preparation and/or completes in an accurate and timely manner state and federal reports for the purpose of compliance
Oversees, supervises, and accountable for all management aspects of the Human Resources department including the evaluation of staff
Advises the Superintendent for the purpose of assuring sound and accurate information for decisions
Attends professional growth sessions for the purpose of keeping his/her professional human resource knowledge current with changing laws and regulations
Develops and maintains a productive working relationship with the district leadership team, administrators, and directors for the purpose of assuring good employee relationships
Work with superintendents and administrators on employee relations issues including investigations of alleged misconduct and other personnel issues and either completes investigations and/or oversees outside contracted services as appropriate
Acts as the District Title IX officer and coordinates the Affirmative Action Plan
Acts as the District Compliance Officer and conducts or coordinates investigations into allegations of sexual harassment or other illegal discrimination
Acts as a member of the District Grievance Committee
Investigates grievances and/or complaints from employees for the purpose of reaching resolutions that provide a healthy work environment
Maintains and monitors position control for the District for the purpose of ensuring FTE allocation are within the District budget allocations
Work with assistant superintendent and administrators in maintaining an equitable extracurricular supplement budget
Orchestrates the on-boarding of all new hires in conjunction with the payroll department including fingerprinting, background checks, benefits, etc.
Displays the highest ethical and professional behavior in working with students, parents, school personnel, and outside agencies associated with the school district
Supervises various programs or personnel, including the human resources department staff and district receptionists as determined by the Superintendent
Protects confidentiality of records and information about staff, and uses discretion when sharing any such information within legal confines
Participates in regional and national human resources organizations
Interviews applicants, checks references, and makes recommendations to the Superintendent for all personnel
Qualifications:
Education Level: Educational Specialist or Doctorate preferred, but Masters Degree in Administration is the minimum requirement
Certification: Educator license with administrative endorsement issued by the Mississippi Department of Education
Other Requirements: Minimum of five (5) years administrative experience
