JOB TITLE: Road Maintenance Operator II SALARY: $22.31

I. POSITION FUNCTION SUMMARY:
Under the general supervision of the Road Foreman and Public Works Director, the Road Maintenance Operator II performs journey level skilled tasks in the operation and maintenance of light to heavy duty equipment as needed to construct, maintain, or repair county traffic control devices, roads, bridges, culverts, and flood channels.
II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

Public Works Duties & Responsibilities
The list of duties in this job description are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only to provide a summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Operates specialized heavy equipment such as road grader, dozer, and medium equipment such as backhoe, front-end loader, belly-dump, water truck, roller, transports, salt spreader, dump truck, "brush hog weed cutter" and other similar equipment in the maintenance, construction, and repair of county road system, i.e., culverts, bridges, etc.
- Clears flood control channels to prevent blockage and clears culverts of debris.
- Repairs potholes, using specialized equipment, highway shoulders, lays road cover and gravel.
- Responsible for properly identifying underground utility lines or infrastructure (calling 811 "call before you dig") prior to digging and/or excavating and/or placement of any signage.
- Operates trucks, dump trucks, snowplow, and salt spreader in hauling, plowing, and cleaning streets and highways.
- Repairs and replaces highway markers and road signs; operates mower to clear and manage weed growth; controls tree growth in the right-of-ways; operates dozer as needed to control fires by pushing fire breaks; operates chain saw to perform bush and tree trimming.
- Follows signing programs in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and other applicable standards; erects construction and work zone signing, i.e., barricades, flashing lights, etc.; as a crew member, installs and maintains various road signs.
- Checks and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems to the shop for repair; operates a variety of hand and power tools in performing general maintenance of vehicles and equipment; may assist in the fabrication of equipment parts.
- May serve as lead worker on a limited basis over an assigned crew for the completion of an assigned project such as repairing a street or maintaining a flood control channel.
- Performs snow removal as needed.
- May train and instruct less skilled employees in the proper operation and general maintenance of heavy and medium sized equipment.
- Performs duties with due regard for personal safety, that of other employees and the public; may assist in training less experienced operators in proper safety practices; performs as a flagger when assigned to assure safety while working on highways.
- Performs general maintenance duties such as fence mending, yard upkeep, power washing and equipment cleaning, etc.; may perform basic welding and light mechanic work.
- Performs other duties (including general labor) as required.

IV. POSITION SPECIFICATIONS:
Fair Labor Standards Act Provisions:
This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization's policies and procedures pertaining to overtime hours.
Independence of Action; Supervision Received:
The Public Works Road Maintenance Operator II works under general supervision of the Road Foreman and Public Works Director. Employees work alone on routine work and checks with supervisor only when in doubt. Production generally precedes a check on quality control. Established methods and procedures are clearly established, and general instructions provided.
Supervision Exercised:
The Road Maintenance Operator II is responsible for own work and may have supervisory authority and responsibility over the Road Maintenance Operator I. The Road Foreman work includes overseeing the work of department employees by prioritizing projects, assigning work tasks, using equipment, maintaining records, monitoring work quality and work schedules, ensuring team safety, training employees, and providing performance feedback.
Coordination and Cooperation with Internal and External Parties:
Internal:
Responds to requests for information from the Road Foreman and Public Works Director; and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County's programs and services.
External:
Employee has a minimal amount of independent contact with external parties. Under the direction of the Public Works Director and/or the Road Foreman, may work with external vendors, applicants, agencies, and others to provide accurate services.
V. POSITION AUTHORITIES AND ACCOUNTABILITIES:
General:
Position has a low level of line responsibility and reasonable authority to make independent decisions over an assigned function. A person in this position regularly takes responsibility for a key operation or function due to their level of accountability.
Budgetary/Financial Authority and Accountability:
Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County. Not responsible for impact on an operating budget for the Department.
Equipment/Asset/Material Authority & Accountability:
Position has a low level responsibility for equipment & other assets, materials, and supplies; proper utilization is required plus accountability for first-level maintenance may be required.
VI. POSITION QUALIFICATIONS AND REQUIREMENTS:
As a requirement of their employment, all Taos County employees are expected and required to perform the essential functions and elements of this position competently, demonstrating adequate progress throughout the course of the training and introductory period of employment and continuing throughout employment with Taos County. Education and Experience:
Required:
- High School Diploma (or GED or High School Equivalence).
- Four (4) years of experience in operation and maintenance of medium and heavy sized equipment;
- Considerable knowledge of hazards and safety precautions related to construction and equipment operation; traffic laws, ordinances, and regulations; construction methods and procedures typical to county service systems; equipment parts and basic preventive maintenance for the same.
Substitution:
- An equivalent combination of education and experience or any additional education or professional training may substitute.
Language Requirements:
Required:
Ability to read and write English in order to understand and interpret written procedures and technical manuals. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from vendors, contractors, supervisors, co-workers, residents, and city/county agencies.
Preferred:
Bi-lingual (English/Spanish)
Certification, Licenses and Registrations:
- Must possess a valid "Class A" CDL or a "Class B" CDL with tanker endorsements and be able to obtain a "Class A" within 6 months. Testing will be performed to verify skills. After completion of CDL licensing, pay may be increased.
- Must complete flagging certification.
- Must pass ICC physical yearly and maintain medical certificate.
Training/Professional Development Requirements:
- Must be able to pass a fit for duty and a drug test prior to employment.
- Must successfully complete all Taos County-required safety and other training within required timeframes.
- Must complete regular OSHA (Occupational Safety and Health Administration) and ATSSA American Traffic Safety Services Association traffic control training.
- Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment.
- Must be capable of passing a pre-employment physical and drug test.
- Additional training requirements for this position may be mandated by Taos County.
- Must maintain a high level of customer service at all times.
- May be required to complete light and heavy equipment certification and maintain throughout employment
- Must be able to comply with applicable county and departmental policies and safety standards.
Tools and Equipment Used:
An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools and equipment:
- Standard office equipment, including desktop computer and standard MS-Office applications.
- Must be able to operate an organization vehicle.
- Wear PPE as required.
- Operates specialized heavy equipment such as road grader, dozer, and medium equipment such as
backhoe, front-end loader, water truck belly dump, roller, tractor, and other similar equipment.
Other:
- As a safety sensitive employee is subject to random drug testing.
- Additional drug screening and background investigations may be required depending on the job assignment, regulatory or policy requirements, job transfer, or in accordance with Taos County's Drug-Free Workplace policy.
- May be required, at times, to work abnormal hours, weekends, and Holidays.
