Construction Manager

Position Level: Non-exempt

Reports to: City Engineer

Position Summary

The Construction Manager plans, coordinates, and manages the construction phase of municipal public works projects, including streets, utilities, stormwater, transportation, and infrastructure improvements. This position oversees contractor activities, inspects projects for compliance, coordinates with design professionals, manages budgets and schedules, and serves as the city's primary construction representative. The Construction Manager will ensure all projects meet applicable codes, standards, and community expectations.

Essential Job Functions (including but are not limited to)

Plans, organizes, and supervises the construction of municipal capital improvement projects.

Coordinates with contractors, consultants, engineers, utility companies, and government agencies.

Oversees daily construction activities to ensure projects are constructed per approved plans, specifications, and regulatory requirements.

Administers construction contracts, including change orders, pay estimates, and project closeouts.

Reviews engineering plans, project specifications, and construction submittals.

Inspects project sites to monitor progress, quality, and safety compliance.

Identifies and resolves construction-related issues in a timely manner.

Ensures effective communication between project stakeholders including the public, utility companies, contractors, and City departments.

Prepares construction progress reports and presents findings to management, elected officials, and the public.

Assists in the development of project budgets, schedules, and contract documents.

Tracks project expenditures and ensures projects stay within budget.

Coordinates project documentation, including field reports, material testing results, and as-built records.

Participates in public meetings and hearings as needed to explain project status and address public concerns.

Supports the Assistant City Engineer with capital improvement planning and asset management.

Ensures all work meets or exceeds the organization's expectations.

Demonstrates professionalism when representing the organization in all communications with internal and external customers and vendors.

Completes and demonstrates a full understanding of ongoing training concepts and applications.

Continuously meets the organization's values in daily interactions with internal and external customers.

Performs other related duties as assigned.

Education/Skills/Experience

Bachelor's degree in Construction Management, Civil Engineering, or a closely related field.

Knowledge of civil construction methods, inspection techniques, and municipal infrastructure.

Proficient in construction management software, CAD, GIS, Microsoft Office Suite, and project management tools.

Minimum of 5 years of progressively responsible experience in construction management, preferably with public works or municipal projects.

Experience managing contractors, budgets, schedules, and construction inspection activities.

Previous supervisory experience preferred.

Excellent verbal and written communication skills.

Strong problem-solving and negotiation skills.

Ability to read and interpret engineering drawings, specifications, and technical documents.

Ability to manage multiple projects simultaneously under tight deadlines.

Safety Requirements

Communicates any unsafe task or operation immediately to the proper authority, removes objects, or blocks off any unsafe area, when applicable.

Immediately reports incidents involving injury, illness, safety hazard, or property damage.

Complies with all company and customer OSHA, safety policies, procedures, rules, and best practices.

Participates in safety meetings and training.

Constantly aware of personal safety and that of co-workers, guests, and vendors.

Ability to use and operate common equipment to complete work duties safely and effectively.

Work Schedule

This position is a full-time position. Work hours will vary based on events and on the organization's needs. These instances may include community events, client meetings, public board meetings, or team collaborations that fall outside the typical schedule. Flexibility in these situations is necessary as it contributes to our commitment to our customers' satisfaction and project success. Regular and predictable attendance is required.

Working Environment

Work is performed in both office and field settings.

Office work involves the use of computers for drafting, plan review, record-keeping, and project documentation.

Fieldwork includes site inspections, project oversight, and interaction with contractors, engineers, and the public.

May require attendance at community meetings and public hearings outside of normal business hours.

Exposure to varying weather conditions, construction site environments, and uneven terrain.

Physical Requirements

While performing the duties of this job, the employee is frequently required to:

Ability to navigate uneven terrain, construction sites, and confined spaces.

Regularly required to stand, walk, sit, climb, stoop, kneel, and lift up to fifty (50) pounds.

Must have sufficient visual acuity to perform field inspections and operate a motor vehicle.

Ability to perform physical inspections of construction sites including walking on uneven surfaces, climbing, bending, and working in various weather conditions.

May require lifting or moving heavy objects and equipment.

Ability to drive to project sites and attend off-site meetings.

Visual acuity sufficient to inspect project details in both office and field settings.

Training to be completed

Comprehensive understanding of the vision, goals, and objectives of the organization.

All relevant Business System software.

Successfully complete continuing education is required to maintain knowledge of systems and programs.

All applicable compliance training.

Certificates/Licenses

Valid driver's license with an acceptable Motor Vehicle Record.

Certifications in stormwater inspection, construction management, or related fields preferred, or willingness to obtain.
