Under the general direction of the Deputy Chief Building Official, Building Inspectors perform simple to complex field inspections of residential, commercial, and industrial construction to ensure compliance with adopted building codes, regulations, and policies. They will communicate with all relevant stakeholders regarding approval or denial of all work performed. The incumbent will inspect new and existing structures, provide information correcting deficiencies, referencing adopted codes, ordinances, policies, and procedures.

Essential Duties and Responsibilities:
The list below is intended to illustrate the responsibilities of all levels of the Building Inspector and is not all-encompassing. The Town may change these duties at any time.

  • Inspects residential, commercial, industrial, and other buildings during and after construction to ensure compliance with approved plans under the Town's adopted codes and ordinances; performs on-site inspections of structural, electrical, plumbing, and mechanical work
  • Enforces building, development, and zoning requirements; issues official enforcement documents, including but not limited to, correction notices, stop-work orders, re-inspection notices, and final approvals
  • Performs detailed examination of structural components for building code compliance
  • Prepares reports and written correspondence, research codes and their interpretation
  • Follows assigned routes for daily inspections to ensure the most efficient use of time
  • Attends meetings of professional organizations, construction conferences, staff meetings, and other meetings as assigned; maintains a thorough knowledge of the latest developments in the field
  • Participates in ongoing training for personal and professional development

Level II Responsibilities (In addition to the above):

  • May provide ride-a-longs to help train lower-level building inspection
  • May assist in training Level I inspectors

Level III Responsibilities (In addition to the above):

  • Adheres to established policies, procedures, and standards; may assist with recruitment, interviewing, hiring, training, overseeing work as assigned, and submitting such records and reports as required by Town policies and procedures
  • May assist with the coordination of daily inspections to ensure the most efficient use of time
  • May review construction plans of commercial, industrial, and residential building projects to determine if the builder is in compliance with the approved plans
  • May perform or assist with minor plan review, i.e., basements, decks, and non-structural alterations, as assigned
  • Consults with owners, contractors, architects, and engineers; explains and interprets requirements and restrictions of the building codes
  • Investigates complaints as they relate to Town-adopted laws, codes, and ordinances and report back to the Deputy Chief and/or Chief Building Official
  • Handles questions about inspection corrections; responds to complex and sensitive building issues

  • Assists the Deputy Chief Building Official with inspector training as requested
  • Attends staff and professional meetings for training on customer service and updated building codes skills
  • May provide a ride-along to help train less experienced building inspection staff

  • Skilled in providing professional customer service to internal and external customers
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
  • Ability to calculate formulas for sizing of vents, combustion air ducts, pipes, beams, joists, and rafters
  • Ability to write reports and business correspondence
  • Ability to research, prepare and analyze technical reports, including the ability to collect data, establish facts, and draw valid conclusions
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Skilled in the application and use of Microsoft Office Suite products

Level II/III Knowledge, Skills, and Abilities (In addition to the above):

  • In-depth knowledge of local, state, and national building codes (e.g., International Building Code, plumbing, electrical, mechanical, energy codes)
  • Knowledge of zoning regulations and how they apply to construction projects
  • Strong verbal and written communication skills to explain findings and code requirements to contractors, architects, and the public
  • Skilled in analyzing issues, interpreting code requirements, and recommending corrective actions
  • Capability to conduct fieldwork and make judgments with minimal supervision.

  • A High School diploma or equivalent is required
  • Two (2) years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities required
  • Two (2) years of municipal inspection experience is preferred
  • An equivalent combination of education and experience may be considered

Licenses/Certifications:

  • Valid Colorado Driver License and satisfactory driving record is required
  • Possession of, or ability to obtain within one (1) year from the date of employment, ICC certifications in Residential Plumbing and Building Inspection required
  • Colorado licensed Journeyman Electrician and Plumber or higher preferred
  • Possession of, or ability to obtain, ICC certifications in B1 or P1 preferred

Building Inspector II (In addition to the above):

Education and Experience:

  • Three (3) years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities required
  • Three (3) years of municipal inspection experience is required
  • Three (3) years of responsible experience as a licensed journey-level electrician or plumber or higher preferred

Licenses/Certifications:

  • Colorado licensed Journeyman Electrician or Plumber or higher preferred
  • Possession of, or ability to obtain, ICC certifications in Mechanical or Plumbing preferred

Building Inspector III (In addition to the above):

Education and Experience:

  • Four (4) years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities required; some experience as a building inspector required
  • Five (5) years of progressive municipal inspection experience is required
  • Three (3) years of progressive experience as a licensed journey-level electrician and/or plumber is preferred

Licenses/Certifications:

  • Possession of, or ability to obtain, ICC certifications in Mechanical and Energy preferred
