Normal Work Schedule : Monday Friday 7:00am to 3:30pm. Additional hours, including weekends and holidays may be required.

POSITION SUMMARY :
A technical position that is highly self-directed and responsible for inspecting and certifying various marine construction projects related to the Citys seawall system; and for assuring project construction is in compliance with applicable codes and required specifications.

ESSENTIAL FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
Inspects projects for the purpose of ensuring compliance with regulations, recognizes potential problems/ violations, discusses necessary modification/changes, and ensures corrective measures are carried out.
Inspects projects for quality of work, compliance with applicable standards, proper use and application of materials, mechanical and specialized equipment.
Report and document the status of construction activity.
Ensures accuracy and accountability for monthly pay requests.
Receives and investigates complaints from the public, performs inspections, and provides oral and/or written response concerning problems encountered and necessary corrective actions.
Prepares written reports/estimates providing an overview of condition of seawalls.
Reports to supervisor on a regular basis advising progress of inspection and any special situations.
May need to drive City boat for inspection of canal perimeters.
Computer entry of data.
Perform special inspections when requested.

KNOWLEDGE / SKILLS / ABILITIES :
Knowledge of the principles, methods, materials and equipment common to marine construction and quality control.
Knowledge of the proper, safe operation of small powered watercraft.
Knowledge of the Citys canal and seawall system.
Knowledge of proper safety procedures, including signage and traffic management techniques and appropriate personal protective equipment.
Knowledge of concrete forming and construction methods.
Knowledge of the equipment and materials used to manufacture seawall panels and properly install them.
Knowledge of standard office computer equipment and software applications; ability to maintain accurate records and reports.
Knowledge of the proper use and application of GIS field equipment.
Skill in the use of computers for filing reports and updating GIS information.
Skill in the safe operation of small powered watercraft.
Ability to recognize faulty construction or hazardous conditions.
Ability to exercise judgment and discretion in the interpreting and enforcing department codes, rules, regulations, policies and procedures.
Ability to communicate and interact effectively with contractors, the public, and other City employees in a professional manner.
Ability to swim.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS :
High School diploma or GED.
Must possess a valid Florida Drivers License.
Possession of a Florida Department of Environmental Protection Storm water Inspection Certificate and Intermediate Maintenance of Traffic certificate highly desirable, but not required.
