MAINTENANCE SUPERINTENDENT/SENIOR MAINTENANCE WORKER

The City of Highland is seeking to fill a vacancy in the Public Works Department at either the Maintenance Superintendent or Senior Maintenance Worker level. The position is flexibly staffed and will be filled depending on qualifications.

MAINTENANCE SUPERINTENDENT

JOB SUMMARY

This position will perform a variety of skilled work in the maintenance of City facilities and streetsincluding pavement, medians, sidewalks, traffic safety devices; storm drains, facilities and parks grounds, public trails and open-space. The Maintenance Superintendent provides direction and supervision over assigned public works maintenance personnel and contractors to support the Public Works Department.

SUPERVISION RECEIVED AND EXERCISED

1. Receives direction from the Public Works Manager.

2. Exercises technical and functional supervision over assigned maintenance personnel and contractors.

DISTINGUISHING CHARACTERISTICS

This is the supervisory level in the Maintenance class series that exercises independent judgement on diverse and specialized public works operation, maintenance, and repair functions with significant accountability and ongoing decision-making responsibilities associated with the work. Positions are responsible for planning, organizing, supervising, reviewing and evaluating the work of assigned staff and providing support to assigned management staff in a variety of areas.

TYPICAL DUTIES : Typical duties may include, but are not limited to, the following:

Public Works Department:

1. Plans, directs, supervises and coordinates City maintenance programs through supervisors and work crews, including contractor provided maintenance activities.

2. Lead and participate in:

Repair, removal and/or temporary correction of unsafe conditions relating to potholes, down or damaged signs, barricades, fallen trees or tree obstructions from streets and parkways.

Cleaning of storm drains, channels, V-ditches, and other drainage facilities.

Removing debris and hazards from City streets, medians, storm drains, parks, and other public facilities.

Trimming trees.

Replacing signs.

Fleet Maintenance.

Facility Maintenance.

3. Operating equipment such as skip loaders, backhoe, dump trucks, and other machinery as well as many hand power tools including saws, trimmers, augers, blowers, pressure washers, sprayers, and much more.

4. Work closely with Manager in areas such as: departmental policies, procedures and priorities; preventative maintenance, risk controls, inspection of contractor supplied maintenance and services; emergency response and safety work rules/precautions; job functions, duties and areas assigned.

5. Troubleshoot various system failures including Electrical, Plumbing, and HVAC and provide direction for necessary repairs. Inspects work in progress and upon completion.

6. Provides technical support for higher level managers in such areas as: setting City maintenance priorities; preparation of operating and capital budgets; conduct of risk management controls and practices; evaluation of procedures and employees; and design of special projects.

7. Directs, controls and oversee emergencies when they arise including response to after-hours emergency conditions.

8. Formulates, prepares and recommends for approval objectives, priorities, policies, procedures, programs, studies and reports.

9. Coordinate traffic control for special events such as parades, holiday festivals and street fairs.

10. Answers citizen inquiries and resolves citizen complaints.

11. Oversees and coordinates the work of outside contractors including the preparation of plans and specifications.

12. Resolves operational problems that cannot be resolved by lower-level supervisors.

13. Orders supplies and equipment for work projects; maintain records of purchase orders

14. Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

1. Office procedures, systems and equipment in a maintenance environment.

2. Principles and practices of reviewing and evaluating other peoples work.

3. Principles and practices of organizing work crews.

4. Principles and practices of the street, facilities and grounds maintenance.

5. Principles and practices of safe work and driving.

Ability to :

1. On a continuous basis, know and understand maintenance activities and observe safety rules.

2. Analyze equipment problems; identify safety hazards; locate equipment sources; interpret work orders; know how to operate equipment and explain jobs to other employees.

3. Intermittently, sit while driving a piece of equipment; stand and walk while performing maintenance activities; bend and twist to adjust equipment; kneel and squat to review work; or climb up on to heavy equipment to begin operations; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 60 pounds or less.

4. Assign and review the work of others.

5. Operate heavy equipment skillfully and safely.

6. Perform public works maintenance duties.

7. Perform heavy manual labor.

8. Understand and follow oral and written instruction.

9. Establish and maintain effective working relationships with those contacted in the course of work.

10. Be available for emergency after-hour and weekend call outs, as necessary.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

1. Experience: Five years of increasingly responsible maintenance work experience in Public Works including streets, parks, facilities and landscape maintenance; repair and construction and equipment operation work of which at least two years were at a supervisory or lead level

2. Training: Equivalent to the completion of the twelfth grade. Supplemental course work in supervision and maintenance management is preferred.

SENIOR MAINTENANCE WORKER

JOB SUMMARY

To perform a variety of skilled work in the maintenance of streets, storm drains, facilities, grounds, and other public works areas; to provide technical and functional supervision over assigned public works maintenance personnel and community service workers; and to provide maintenance support to the Public Works Department.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the maintenance worker series. Positions are distinguished from other classes in the maintenance series by the level of responsibility assumed, and complexity of duties assigned. Positions are assigned the most difficult and responsible technical duties within this series; must be fully trained in all maintenance policies and procedures; and provide lead direction to Maintenance Workers I-II.

SUPERVISION RECEIVED AND EXERCISED

1. Receives direction from the Maintenance Supervisor.

2. Exercises technical and functional supervision over assigned maintenance personnel and community service workers.

TYPICAL DUTIES Typical duties may include, but are not limited to, the following:

1. Provides lead direction to Public Works maintenance personnel; plan, assign and review work and control quality of work.

2. Oversees the work of contract services.

3. Assist in developing work plans, procedures, and schedules.

4. Order supplies and equipment for work projects; maintain records of purchase orders.

5. Prepare documentation related to assigned staff such as timecards; assist in developing budget figures for the department; monitor departmental spending to stay within budget.

6. Perform skilled maintenance, repair, and construction of street maintenance, facility maintenance and ground maintenance.

7. Inspects facilities and identifies potential safety hazards to the public and other workers/staff.

8. Lead and participate in:

· Repair, removal and/or temporary correction of unsafe conditions relating to potholes, down or damaged signs, barricades, fallen trees or tree obstructions from streets and parkways.

· Cleaning of storm drains, channels, V-ditches, and other drainage facilities.

· Removing debris and hazards from City streets, medians, storm drains, parks, and other public facilities.

· Trimming trees.

· Replacing signs.

9. Abates weeds with herbicides using hand pump and truck mounted spraying equipment. Documents sprayed areas and chemical usage/quantities; submits reports to the Department of Agriculture. Abates weeds may also be accomplished by cutting and removing with tractors, line trimmers, and/or physical labor using crew and hand tools.

10. Trims trees to remove safety hazards.

11. Perform minor adjustments or service equipment, maintain tools and equipment in working order.

12. Maintain logs of daily activities.

13. Perform general electrical, painting, plumbing and carpentry work as needed.

14. Special event traffic control.

15. Operating equipment such as skip loaders, backhoe, dump trucks, and other machinery as well as many hand power tools including saws, trimmers, augers, blowers, pressure washers, sprayers, and much more.

16. Respond to and resolves complaints and inquiries from the public.

17. Operates a variety of heavy equipment such as dump truck, paver, and backhoe.

18. Perform general electrical, painting, plumbing and carpentry work as needed.

19. Perform minor adjustments on service equipment; maintain tools and equipment in working order.

20. Maintain logs of daily activities.

21. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

22. Perform related duties as assigned.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

1. Experience: Three years of responsible street, facilities, and grounds maintenance in area of assignment equivalent to the Maintenance Worker II in the City of Highland.

2. Training: Equivalent to the completion of the twelfth grade. Supplemental course work in supervision and maintenance management preferred.

License or Certificate:

Possession of or ability to obtain a Class C California drivers license.
