Performs complex skilled technical work designing and approving a variety of construction plans, managing infrastructure projects and performing field inspections, communicating and coordinating projects, and related work as apparent or assigned. Work performed under the limited supervision of the City Engineer/Asst DPW Director. Continuous oversight exercised over assigned staff.
- Manages major land development issues for major commercial districts and industrial park.
- Designs and approves plans for traffic signal and road construction projects; collects and analyzes data to improve traffic safety.
- Designs and completes deliverables for other infrastructure improvement projects.
- Manages City and federally funded infrastructure construction projects; oversees large major street projects that are in the federal aid funding system. Prepares detailed municipal engineering projects specifications and cost estimates to be used by bidding contractors. Prepares permit applications to other regulatory agencies.
- Performs field inspections and oversees construction, maintenance, and repair projects to ensure conformity with plans and specifications using established civil engineering standards, practices, and principles; inspects and oversee routine improvements of municipal bridges. Performs hydrologic and hydraulic analysis for watersheds and storm sewer systems to develop solutions for drainage deficiencies. Designs and analyzes municipal water distribution system, Sidewalk program, municipal sanitary sewer system, and Right of Way Tree Program.
- Attends neighborhood meetings to discuss projects; handles complaints from citizens; develops public information plan for projects. Develops coordination process with important stakeholder groups including industrial park, downtown merchants and business improvement districts.
- Reviews commercial site plans for compliance in accordance with City standards; assists to develop new site plan standards for public work areas.
- Supports City infrastructure crews with repair and upgrade designs.
- Investigates and develops solutions for drainage problems reported by the public and businesses.
- Communicates with area utilities to coordinate maintenance and other utility work; works with outside agencies, contractors, and suppliers.
- Schedules, directs, and inspects the work of technicians. Assists internal operation crews as required for all infrastructures within the road right of way.
- Bachelor's degree with coursework in civil engineering, or related field.
- Possession of State of Michigan Professional Engineer (PE) licensure.
- 6 years experience in civil engineering, drafting and design, and construction inspection work.
- Obtain MDOT Office Technician certification within 12 months of hire.
- Valid driver's license in the State of Michigan.
This work is sedentary and requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, using the telephone, contact with government officials and the general public, working overtime, and working inside and alone. Work regularly requires exposure to fumes or airborne particles and exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and occasionally requires wet, humid conditions (non-weather), exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications:
- Bachelor's degree with coursework in civil engineering, or related field.
- Possession of State of Michigan Professional Engineer (PE) licensure.
- 6 years experience in civil engineering, drafting and design, and construction inspection work.
Special Requirements:
- Obtain MDOT Office Technician certification within 12 months of hire.
- Valid driver's license in the State of Michigan.
