Under general or direct supervision, responsible to perform a variety of moderately complex to difficult technical civil engineering tasks.
Essential FunctionsThe essential functions of this position include but are not limited to:
- Responsible for completing complex work assignments in a variety of technical areas, such as: survey, mapping, traffic, inspection, engineering design and project management.
- Conduct field inspections on municipal and private development projects including: water distribution, sanitary sewer, street construction and storm water facilities and systems.
- Prepare display maps and project plans using computer-aided systems.
- Research project related information from a variety of sources including: paper records, reports, vendor publications and internet sources.
- Conduct plan reviews for civil engineering permit submittals.
- Read and interpret utility system maps and engineering as-built plans.
- Research and record maps for utilities locate purposes.
- Responsible for the preparation of basic designs for utilities and other installations.
- Punctual, regular and reliable attendance is essential for successful job performance.
- Conduct field inspections of City infrastructure projects.
- Documents contractor activities, material quantities, and work progress to ensure contract compliance.
- Reviews contractor requests for payment and recommends action to City Engineer.
- Responsible for the review and approval of record drawings for city facilities.
Mapping Focus
- Performs regular updates to City's Geographic Information System (GIS) databases to include new or corrected utility information.
- Acts as a technical liaison between City GIS software or cloud service provider.
- Responsible for development, maintenance, and cataloguing of official City of maps.

EDUCATION:
- Two year technical degree in an engineering related field desired.
- Additional college level course work in mathematics, engineering and computerized design preparation preferred.
- Four years responsible, related experience in civil engineering or public works required.

- Knowledge of engineering related computer operations and applications, including AUTOCAD.
- Knowledge of basic mathematics, including algebra, trigonometry, and engineering calculations.
- Skill in defusing difficult situations and gaining compliance with standards and/or contract terms.
- Skill in operating a variety of software, including word processing, spreadsheet, databases, and project management applications.
- Ability to apply complex standards to actual construction and/or systems.
- Ability to communicate technical information and requirements in a clear, accurate manner verbally, in writing, graphic presentation, or alternate media.
- Ability to make controversial field decisions independently and request assistance from other staff when necessary.
- Ability to establish and maintain rapport with a wide variety of individuals.
- Ability to coordinate construction activities with all parties involved.
- Ability to be assertive when necessary, work with angry people, and resolve disputes.
- Ability to maintain files and records in accordance with City, regulatory agency, and funding source requirements.
- Ability to meet rigid work completion deadlines.
- Ability to read plans and specifications and evaluate consistency with actual construction.
- Ability to interpret utility maps and engineering as-built plans.
- Ability to understand and follow verbal and written instructions.
- Ability to work cooperatively with staff from other internal departments as well as outside agencies and organizations.
- Ability to research and accurately present statistical, narrative, and mapping information.
- Ability to perform detailed technical work, for extended periods of time.
- Ability to absorb and analyze new technical information rapidly for extended periods of time.
- A valid driver's license is required.
- Appointees not possessing a valid Washington or Oregon Driver's License upon hire must obtain one within the currently effective statutory time limit.
- Possession or ability to obtain a Washington State Flagging certification required within 6 months.
Contacts:
- Senior Engineering Technicians have a wide variety of contacts depending on specific assignments.
- Contacts with contractors, City and County Departments, City advisory board or committees, or state regulatory authorities are for the purpose of information sharing and work coordination.
- Contacts with other Engineering Division staff are for the purpose of coordination of effort and the sharing of technical information.
- Contacts are occasionally adversarial in nature and the employee must resolve both technical and interpersonal issues while completing assignments.
- Skill in gaining the necessary compliance while maintaining a cooperative working environment is required.
- Field work may require the employee to respond to citizen questions.
Supervision:
- None (May provide direction to less experienced technicians, temporary employees, or interns).
Accountability:
- Senior Engineering Technicians are accountable for completing all assigned tasks in an efficient, accurate, and timely manner.
Working Conditions:
- Senior Engineering Technicians work in a variety of environments depending on assigned tasks.
- Receives general direction and work assignments from the Construction Management Specialist.
- Some assignments require field work which may be hazardous due to rough terrain and proximity to large machinery and/or structures in various stages of completion.
- Some work will require the employee to: use ladders; work in and around ditches, pits, roadways, asphalt and concrete batch plants; around operating heavy equipment; and in/near vehicular traffic.
- Agility sufficient to remain safe is required.
- Field work may be completed during inclement weather.
- Some positions may require extended sitting and close attention to detail in an office where noise and frequent interruptions are common.
- Emergency call-out work is required as necessary.
