Job Description
The Estimator/Procurement Manager will play a critical role in preconstruction planning, cost estimating, and strategic procurement for public sector construction projects. This position requires deep knowledge of government contracting, prevailing wage laws, and public bid processes. The ideal candidate will bring technical acumen, negotiation skills, and proven leadership in managing large-scale estimates and vendor partnerships.
Key Responsibilities:
Prepare detailed cost estimates (conceptual through final) for public construction projects, including civil, infrastructure, and building scopes.
Review project plans, specifications, and contract documents to identify risks, scope gaps, and opportunities for value engineering.
Lead subcontractor and supplier outreach, bid solicitation, and evaluation processes.
Develop procurement strategies that align with project goals, budgets, and timelines.
Ensure compliance with public procurement guidelines and labor compliance.
Collaborate with the project managerĀ and accounting teams to ensure seamless handoff and project execution.
Maintain cost databases and support continuous improvement in estimating and procurement systems.
Qualifications:
Minimum 10 years of experience in estimating and procurement for public sector construction projects.
Strong knowledge of state and federal construction regulations and public contracting procedures.
Proficiency in estimating software (e.g., HeavyBid, Sage Estimating, Bluebeam, or equivalent).
Excellent analytical, communication, and negotiation skills.
Bachelor's degree in Construction Management, Civil Engineering, or related field preferred.
