Inspectional Services Department
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Responsibilities and duties include, but are not limited to:
- Reviewing blueprints and building plans for code compliance
- Enforcement of G.L. Chap. 143, 40A and other applicable statutes, the Massachusetts State Building Code, Quincy's zoning ordinance, and FEMA flood plain regulations
- Maintains and updates computerized records of inspection activity; maintains case files, and calendar system to track case activity
- Responds to inquiries from the public, City staff, and others, interpreting and explaining State and City codes, ordinances, policies, and procedures pertaining to code compliance
- Acts as liaison and works in conjunction with City personnel in the Inspectional Services, Police, Fire, Health and Public Works Departments to augment and coordinate enforcement efforts
- Prepares case information for legal proceedings and may act as the City's representative, when there is no legal processor
- Performs any other related duties when so assigned by the Director of Inspectional Services or "Direct Reporting Staff"
- Must self-learn and familiarize any software application that is being used or will be used (if any changes) in the Department of Inspectional Services (1/2-year time frame to learn and familiarize)
- Follow department internal policies and procedures
QUALIFICATIONS REQUIRED AT HIRE The candidate for this position must possess the following qualifications:
- Shall have had at least five years of experience in the supervision of building construction or design or in the alternative a two year associate degree in a field related to building construction or design or any combination of education and experience which would confer equivalent knowledge and ability, as determined by the State Building Official Certification Committee
- Valid Massachusetts driver's license and reliable transportation
- Ability to interpret and enforce State Building Code, City Ordinances, rules and regulations fairly and impartially
- Strong verbal and written communication skills are crucial for interacting with citizens, City Department Personnel, Court-system personnel and elected officials
- Ability to work effectively with people from various backgrounds and to mediate disputes
- Must have the ability to climb ladders, scaffolding, and walk around buildings and construction sites while they are under construction
- Must possess the qualifications for a local building inspector as required by M.G.L. chap. 143, sec. 3
- Certification as a local building inspector from the State Board of Building Regulations and Standards is preferred
QUALIFICATIONS ACQUIRED ON THE JOB
- Interpret and enforce City Ordinances, rules and regulations fairly and impartially
- Strong verbal and written communication skills are crucial for interacting with citizens, City Department Personnel, Court-system personnel and elected officials
- Work effectively with people from various backgrounds and mediate disputes
- Identifying code violations and recommending effective solutions
- Adaptability with computer software
- Knowledge in excel or other digital reporting method
- Maintain continuing education credits for Local Inspector Certification per 780 CMR 110.R7
MINIMUM ENTRANCE REQUIREMENTS
- Must possess the qualifications for a local building inspector as required by G.L. chap. 143, sec. 3.
- Valid Massachusetts driver's license and reliable transportation
- Strong verbal and written communication skills are crucial for interacting with citizens, City Department Personnel, Court-system personnel and elected official
- Intermediate computer skills
- Must have the ability to navigate through construction sites
LICENSE AND/OR CERTIFICATION REQUIREMENTS
- Preferred Certification as Local Inspector
