Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.Essential Duties:Transportation Engineer IIActs in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.Assists in developing and/or monitoring budgets.Negotiates fees, explains scope of work and monitors consultant design contracts.Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.Analyzes and assists in the resolution of contract problems and disputesAnalyzes and recommends approval for use of consultants and/or facility contracts.Analyzes and reports on routine program funding change scenarios and their impact to individual project schedulesAssesses and reports actual project progress versus planned progress to determine trends and variances for routine projects.Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectivesAssists project managers to establish realistic and achievable schedule baselinesCoordinates and/or monitors assigned projects/programs/plansCoordinates phases of preliminary design and revisions in PSE with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions.Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and techniciansReviews, processes and certifies project design plans developed by consulting engineers.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projectsCoordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most efficient manner possible.Performs other job responsibilities as assigned.Transportation Engineer IIIIn addition to the aboveAnalyzes schedule trends, determines risks and recommends options to management for corrective action for complex projectsPerforms advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportationAnalyzes and assists in the resolution of contract problems and disputesTransportation Engineer IVIn addition to the aboveOversees the processing and review of consultant selection documentation, contracts, and related documents through execution.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible Leads/Trains professional and administrative staff.Makes presentations and represents TxDOT.Reviews and supports Standard Operating Procedures for maint ining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.Verifies project eligibility and assists with ranking projects and funding.
