Applicants who meet the minimum experience and training requirements will start at $45,084 annually. Applicants who have successfully completed a bona fide apprenticeship program registered with the Department of Labor and obtained journeyman status will start at $50,908 annually. Proof of completion of apprenticeship program and Journeyman status must be submitted upon request of the Department of Personnel.
Incumbents in this position are responsible for inspecting electrical installations in residential, commercial, industrial and public structures and grounds to ensure compliance with applicable codes and standards.
Essential Functions and Responsibilities:
Conducts site inspections of electrical installations for compliance with codes and related regulations and laws.
Provides information to electrical contractors, property owners and other interested parties regarding electrical codes, inspection and code enforcement. Interprets codes.
Completes inspection reports with recommendations if needed.
Testifies in hearing and other proceedings regarding electrical code violations. Investigates complaints regarding electrical code violations.
Reviews electrical plans, specifications, cost estimates and electrical project change orders.
Provides technical assistance to electrical shop, power plant operations, safety office and others as needed. Maintains electrical alteration manuals.
Arranges for power shutdowns, cable locates and temporary facilities.
Knowledge, Skills, and Abilities:
Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise.
Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to electrical contractors, property owners, co-workers and the public, on how to apply policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, circuit tester, multimeter, flashlight, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as electrical plans, building permits, inspection reports, time sheets, occupancy reports, building and electrical codes, electrical service manuals, technical operating manuals, ordinances, statutes, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; to perform mathematical operations involving basic algebra and geometry.
Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, electric currents and traffic hazards.
Physical Requirements: Requires the ability to lift, push and pull up to twenty (20) pounds to gain access to electrical installations. Requires the ability to stoop, kneel, crouch, crawl, balance, climb, bend and twist to conduct inspections of electrical installations.
Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and odors associated with job-related objects, materials and tasks, such as recognizing colors in differentiating wires, sounds to communicate with others and odors to detect irregularities in installations. Requires the ability to distinguish objects at close range.
Qualifications
Three years of experience performing journeyman-level electrical construction or maintenance work. OR an equivalent combination of education, training and experience.
License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
