This position is responsible for all traffic operations for the St. Charles County Highway Department. The work is performed under the direction of the Highway Project Manager.- Design of new traffic signals or other traffic control measures.- Reviewing performance and timing of existing traffic signals.- Analyzing conditions on proposed or existing roadways to determine proper signage and striping.- Reviewing or establishing traffic control plans for upcoming construction projects.- Collects and analyzes traffic counts.- Studies intersections or other problem areas to determine possible remedies.- This position will also be responsible to implement a plan to evaluate all existing traffic control devices in the County and recommend a replacement program based on condition.- Implement and maintain a roadway signage database.- Perform construction inspection on traffic control related projects.- Perform routine maintenance on traffic signal related equipment.- Coordinate the upgrade, purchase, and replacement of various traffic control devices as necessary.- Prepare reports, computer generated maps and drawings.REQUIREMENTS:Education- Bachelor's degree in Civil Engineering and registration as a Professional Engineer is preferred. Other degrees or related to engineering or traffic will be considered.Certifications- Must have and maintain a valid drivers license and a satisfactory driving record.Job Experience- 2 years of progressively responsible experience- Prefer one to three years of experience in civil engineering design and/or traffic operations, but new or pending graduates may also be considered.Knowledge, Skills and Abilities- A knowledge of traffic signal equipment and operation, and familiarity with proper application of the FHWA Manual on Uniform Traffic Control Devices is required.- General knowledge of engineering and surveying principles, techniques, and equipment is desired, including the ability to do basic computer aided drafting and design.- Ability to read and correctly interpret construction plans, property descriptions, maps, and plats.- Candidates must have the ability to effectively and professionally communicate with Highway Department staff, other County departments, other municipal staff, developers, contractors, and the general public.- Ability to utilize information such as construction plans, special use permit applications, contracts, hydraulic studies, land deeds, exhibits, and engineering manuals.- Ability to analyze date and information using established criteria- Ability to compare, count, differentiate, measure, copy, record, and transcribe data and information.Employment is contingent on successfully passing a full criminal background check.[]{style="margin: 0px; padding: 0px; font-family: inherit; font-weight"}
