Job Description:
This role will perform technical engineering and administrative duties to support division operations. This position operates at a high level, working on some of the City's most complex projects.
Examples of Duties:
- Reviews plans, plats, and documents for new and complex development and redevelopment projects to ensure conformance with applicable design specifications, City policy, and applicable regulatory requirements.
- Addresses potential conflicts with existing infrastructure and performs physical site assessments and specification requirements for public and private projects.
- Assists Technician/Inspector positions with the coordination, completion, and documentation of Construction Activity inspections, Engineering Permit inspections, and all other Engineering Inspections associated with Building Permits issued by the City.
- Provides expert advice to other reviewers in the Engineering Technical Review Division regarding the coordination, completion, and documentation of their workload, especially on more complex development and redevelopment projects.
- Reviews final plats, record drawings, and video, and performs post-construction inspections required during project close-out / dedication.
- Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.
- Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for projects.
- Inspects active construction sites to monitor progress and ensure conformance to approved engineering plans, specifications, and construction and safety standards; may direct construction and maintenance activities when needed.
- Interacts with other City employees, the general public, design professionals, contractors and regulatory bodies in a professional, proactive and engaged manner. Displays enthusiastic initiative to solve issues and problems.
- Keeps current, accurate records on each working project, and ensures development plan review and approval documents are appropriately filed.
- Performs other duties as assigned.
Basic Qualifications:
- Bachelor of Science or higher in Civil Engineering, Environmental Engineering or related field and six years of relevant site, road, stormwater, or field construction experience; or an equivalent combination of education and experience.
- Valid South Carolina issued driver's license.
- Registered Professional Engineer in the state of South Carolina or registered in another state with the ability to become certified in SC within 6 months of hire.
- Thorough knowledge of Microsoft Windows, Outlook, Excel, Bluebeam and Word or similar software.
Preferred Qualifications:
- Experience in site development and/or infrastructure construction and design preferred.
- Experience with all aspects of stormwater management and permitting, hydrology and hydraulics for drainage/site design preferred. Background in permitting, especially if with a municipality.
- Knowledge of AutoCAD, Civil 3D, Slope Stability Software, ESRI, GIS, ICPR, PondPack/Civil Storm, HEC-1, HEC-RAS, HYDRAFLOW, HydroCAD and/or SWWM software platforms.
Other Necessary Requirements:
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs.
- May require evenings, weekends, and holidays as scheduled.
